The cardinal is the head of the catholic archdiocese of cebu .. now, when catholics give him money for the apostolate of the church (of which, it is true .. as the cardinal has never been into controversies regarding amassing of wealth for personal gains), why should he not accept the love offering of his flock?
I would be concerned if candidates, who are not Catholics, would go to the cardinal and give him big amount!

Is it really money, which bridges the church and the state? A big no! the members of the church happen to be also citizens of a country .. which is why I would say, MORALITY is the bridge between Church and State! And the firm ground for this is the INDIVIDUAL CONSCIENCE of every person as member of the Church and citizen of a country.

Sad to say, this is not always the case for Catholics in politics!

There should always be a separation of Church and The State. It is sad to say that the Roman Catholic Church also wants the power. This dates back to the first person who claimed pope. He was Pope Le01. ANd for the record Peter never was the first pope.

^maybe at that time, the "pope" word was not in the dictionary.. LOL...
