hahaha. ang taga Cebu dili stupid ug mada ra dayon sa botbot ni Tomas...He just can't anymore distinguish between an apple and an orange, does he? or perhaps he does, but wanted to make it look like they're the same via the old spin tactic...this is like beating again a dead horse...and by his standards, he does not think evidence and powerpoint is needed anymore. no wonder.

IF there’s an issue that Capitol has wisely steered clear of, it’s the one that Cebu City Mayor Tomas Osmeña has recently been beating like a dead horse.
The mayor is even spending money for a luncheon today just to publicize his spin that the JSU-PSU Mariner’s Court-Cebu Building is not only cheaper but is also better than the Capitol-constructed Cebu International Convention Center (CICC).
Osmeña also packaged well the insult by saying he will have a special table and special food reserved for Gov. Gwendolyn Garcia if she attends the luncheon.
Spin
While the mayor’s announced purpose for the luncheon is supposedly to show off a product of “good governance,” it’s obvious that the move is not imbued with altruism but is a continuation of the long-running verbal exchange between him and Capitol.
In this context, the invitation the mayor extended to officials of the Office of the Ombudsman-Visayas and the Commission on Audit (COA) could be interpreted as his way of prodding them to adopt his spin on the issue.
Different structures
But comparison, as the old saying says, is odious.
Comparing the cost of constructing the CICC and the cost of constructing the JSU-PSU building could be misleading and unproductive considering the many factors and variables that need to be looked into before conclusions can be arrived at.
The CICC and the JSU-PSU building are two different structures built by two different entities (the latter is an Associated Labor Union project) in different periods and under different circumstances.
That makes making an honest comparison difficult.
Not experts
Besides, the sponsor of the luncheon (Osmeña) and those invited—media people and officers of the anti-graft office and COA—-could surely not come up with an informed comparison by merely roaming around the JSU-PSU building.
It is even possible that the people invited to the JSU-PSU building today and asked to make the comparison have not even seen the inside of the CICC, making even their “impressions” on the matter unreliable.
But then again, that is precisely why comparisons are odious in the first place.

.. that is entirely true. What hospital is available on our neighbouring provinces ?? On the South Side, what ?? only South General Hospital ... on the north areanothing .. on the western area

.. mayor Tom wasn't making a comparison out of spite, but he was making a comment out of good judgement. CICC has been a waste of a project, look at it now, it doesnt even hold a major concert event. Such a waste of 800 million. Mayor Osmena was just pointing out to what's important and priority in his agenda, which is the livelihood of the cebuanos.

Even the local tourist from mindanao and luzon mo ingon mao rani ang CICC ka gamay ug ka mahal.
yes, it is true that as of the moment there is no provincial hospital to speak of yet. but there is already an ongoing project for 2 of that. and big time. the Province has also 16 existing district hospitals that are undergoing improvement works. Gov Gwen even mentioned it in her accomplishment report.
and I don't think the people in the Province are getting poorer or stayed poor. if i'm not mistaken, there is positive growth that she mentioned in her SOPA.
some of her accomplishments on food production and livelihood:
* Trained farmers in new technology and techniques to improve agricultural yield through the farmer-scientist training program
* Initiated the Sinanduloy Alang sa Kabusog, Sinanduloy Alang sa Kahimsog (SakSak) program, the mixing of sweet potato (camote) with boiled rice in response to the rice crisis
* Pushed for the mass production of sweet potatoes
* Distributed banana suckers for the “Basta Saging, Kanunayng Labing” program
* Revitalized the provincial nursery and farmers training center in Barili
* Distributed goats for livelihood program
* Continuing operation of the Pinamungajan Brackishwater Fishfarm and Provincial Soils Laboratory
* Broke ground for a Cebu Women’s Development Center
* Implemented livelihood projects and various skills training under the Women Welfare Program.
* Implemented Early Childhood Care and Development program for children, supplemental feeding, improvement of day care centers and health units
* Capability building training for senior citizens and leadership training for persons with disabilities
* Implemented the GRAMEEN for women empowerment, which provides loans for livelihood so women will be financially empowered
as for provincial piers, we already have good local piers. we have some in the North that can access boats to Bohol and other neighboring islands and in the South that can access boats to Negros and other neighboring islands as well. I even think they have also finished constructing the roll-on roll-off (RORO) port in Daanbantayan, as contribution to the National Government’s nautical highway program.
and the Province, looking at the need, has still to make an "international" port and economic zone supposedly out from the controversial Balili lots.

and I don't think the CICC is a waste of money or something that was spent unwisely. I already explained this before. WE should not look at it like a hotel making income out of rents but should look at it from a "MULTIPLIER EFFECT" viewpoint. and that is what an international convention center is intended for. I'm sure you know what I mean.
finally, comparing the cost of CICC to the JSU-PSU Mariner’s Court-Cebu Building is not making a good judgment at all. Comparing an apple to an orange is just odious. For all I know, Tomas was just making a "spin".

Sakto, maayo unta kung dato ang mga taga countryside. May nalang si Tomas kay gahuna-huna pa sa panginahanglan sa mga Sugbuanon. Ang Probinsya, ang mga proyekto nga para unta sa mga taw kay nipalpak pajud............ namasula pa ug lain. Ang College nga unta makatabang jud sa mga probinsyano pero mura sa'g fishpond. Maypa ang mga development ni Osmena para sa mga Sugbuanon kay niepekto jud bisag kapila'g babag sa way ayong gobernadora!
