House OKs bill giving teeth to political parties

MANILA, Philippines - The House of Representatives has approved on third and final reading Wednesday evening a bill which seeks to strengthen the political party system through state subsidy.
The proposed Political Party Act will fund the travel expenses of candidates during campaigns, salaries of staff, expenses for the maintenance of party headquarters, campaign flyer and other propaganda materials.
Of the subsidy, 5% will go to the Commission on Elections for monitoring and conduct of information dissemination, 45% to political parties in the Senate, and 50% to political parties in the House.
Funds releases during non-election years will be exclusively for party development. During an election period, 75% of funds will be for campaigning and 25% for party development.
Sorsogon Rep. Salvador H. Escudero III (1st district) of the United Opposition said they will move for reconsideration of the bill’s approval on Monday. "There has been an earlier agreement between the majority and the minority that the bill will not be acted upon. We are questioning its approval ever since it was passed on second reading without undergoing debates," he told BusinessWorld.
Bayan Muna party-list Rep. Teodoro A. Casiño, Jr. said in a statement the bill "will only add another burden to ordinary taxpayers."
