Apple normally do a yearly refresh on their products. To release the iPad 3 less that a year from the iPad 2 sounds very unlikely.

1. download apps through the app store (naa application sa imo ipad daan kay default na)
2. no need to jailbreak para maka-download. advantage of jailbreak kay maka-download ka mga apps na naay bayad. although my Pad is not jailbroken
3. not sure how much.. but you can do it yourself. but since di ka techy.. u can go to icenter.. naay mu-jailbreak didto.. not sure how much

if ur not willing to pay for the applications, then pa-jailbreak lang but maglisod ka ug upgrade sa software kay ma-restore tanan including applications. maghuwat ka dapat sa jailbreak software na current..
