    Tycoon to build biz complex in Block 10 lot

    Business tycoon John Gokongwei is building a multi-purpose commercial complex in Block 10 located at the North Reclamation Area (NRA) in Cebu City.

    “Mr. Gokongwei wanted a commercial complex, which he could use for different purposes just like the SRP. The complex may be used for a mall. Part of it may be used for residential purposes or for offices,” Mayor Tomas Osmeña said Monday.

    But the planned construction would have to be deferred until the sale of the property by the Cebu City government is concluded, Osmeña said.

    He told Cebu Daily News that they are still waiting for the approval of the Commission on Audit (COA) Manila on the proposed disposal of the 46,345-square-meter property located across the burnt White Gold department store.

    The City Council has already given Osmeña the authority to enter into a contract with Robinson’s Land Corp. for the sale of the property.

    Robinson’s Land was the winning bidder in the city auction to sell Block 10. The corporation bid P579.3 million for the property.

    It already made a downpayment of P289.7 million or 50 percent of the agreed amount on April 18, along with the submission of the bid documents required by the city.

    The balance of P289.6 million would be paid to the city government when the deed of sale for the property is signed.

    But regardless of when the deed of sale would be executed, Robinson’s Land said the city could still use Block 10 for two more years.

    Gokongwei has allowed the city government to use the lot for two more years to give time for city-owned facilities in the lot to transfer elsewhere.

    Recently, the City Council asked for an allocation from the city’s general funds to pay for the lot’s real property taxes for those two years, even though it would be the duty of the buyer – Robinson’s Land Corp. – to pay for the tax after the deed of sale was signed.

    “Considering that the city will have the beneficial use of the property during the said two-year period, the city assumes to pay realty taxes thereon,” said Councilor Jose Daluz, the author of the approved resolution.

    Block 10 currently accommodates the offices of the city police’s Mobile Patrol Group (MPG) and the city government’s Squatters Prevention Encroachment and Elimination Division (SPEED).

    The city’s batching plant and an oil depot are also located on the lot.

    Sta. Lucia to build P500-M resort village

    Sta. Lucia Realty and Development Inc. (SLRDI) is investing almost P500 million to develop an upscale resort village in a 13-hectare property on Mactan Island.

    Amid the current rise of high-end residential developments in the province, Sta. Lucia has entered another joint venture to build its first upscale residential project in Cebu called the Discovery Bay Resort and Residences.

    “Cebu's demand for residential properties remains very high,” said SLRDI president and chief executive officer Exequiel Robles.

    He said the fast economic development in the province would continue to create a bigger market for high-end residential properties.

    “In fact, we're very aggressive here in Cebu because it is really one of the most progressive areas in the country,” Robles said in an interview.

    SLRDI, in partnership with property owner Cebu Discovery Bay Properties Inc. (CDBPI), launched Saturday night the groundbreaking of Discovery Bay Resort and Residences in Punta Engaño on the northeastern tip of Mactan Island.

    The property boasts of a view of the Visayan sea.

    “It offers 205 residential and 10 commercial lots within an exclusive community where medium-rise development could also take place,” Orchard Property Marketing Corp. president Eduardo Terona said.

    Orchard Property, a subsidiary of Sta. Lucia Realty, is its marketing arm.

    The project, which includes the development of a 12-storey tower club, is set to be completed within four years.

    Terona said he was confident about selling all the lots within a year despite the proliferation of other high-end residential development projects in Cebu.

    “Everybody is selling because each is different,” said Terona.

    Former senator and Cebu governor Rafael Espina Sr. of the CDBPI said during the launching, “We're not just selling real estate here. We're also selling a lifestyle, a dream.”

    Discovery Bay, along with well-planned residential and commercial lots, will also feature a gym, spa, specialty shops and restaurants, among others.

    Shipbuilding firm to invest $100M in 2007 expansion

    THE town of Balamban is expected to grow further next year with the expansion of a large ship manufacturing company located in the municipality.

    In an interview, Aboitiz and Co. president and chief executive officer Jon Ramon Aboitiz said Tsuneishi Heavy Industries Inc. (THII) would invest some $100 million for the expansion of its shipbuilding capacity, which will begin next year, .

    The expansion will create more employment opportunities in the western part of Cebu, especially Balamban.

    Not final

    In a related development, AboitizLand chief executive officer Roberto Aboitiz clarified that the company’s plan to invest at the South Road Properties (SRP) is not yet in its final stage.

    “We have had early talks with the Mayor (Cebu City Tomas Osmeña) before. But nothing is final yet. We are, however, always looking at opportunities,” he said.

    But, if ever the Aboitizes decide to invest at the SRP, it would not duplicate the development at the Aboitiz-owned and managed Mactan Economic Zone (MEZ) 2.

    “It would not be feasible anymore to develop something like MEZ 2 because the Philippines has lost our manufacturing competitiveness to China. We are lucky we were able to fill up MEZ 2,” Roberto said.

    The company, he said, believes in the country’s potential to attract the growing business process outsourcing (BPO) global market, especially the contact center services.

    He said AboitizLand has the West Cebu Industrial Park (WCIP) in Balamban, where THII is located, to offer for the growing sector.

    The WCIP, also an economic zone, can still accommodate locators in the IT and IT-related industries, Roberto said.

    “Balamban may seem far now but it will (become) near (as far as travel time is concerned) in the next five to 10 years,” he said in an interview following the Aboitizes’s “ Future Leaders Business Summit” at the Waterfront Cebu City Hotel and Casino last Friday.

    The event gathered 85 selected students from seven colleges and universities in Cebu. The students witnessed the unveiling of the company’s basic business principles that contributed to the success of one of the large conglomerates in the country.

    Jon Ramon said the major objective of the gathering was to impart to the students— the country’s future businessmen and employees— the experiences of the Aboitizes, with the hope of inspiring them.

    Erramon Aboitiz, chief operating officer of Aboitiz Equity Ventures, told the delegates that one of the Cebu-grown company’s business secrets is to focus on its core businesses, such as power, banking, flour, feed and swine, real estate and transport.

    “It was in 1992 when we realized, after we found out that we had an imbalance between our earning businesses and those not earning, that we have to divest businesses (that were not earning),” he said.

    In choosing its core businesses, the Aboitizes looked at their track record, future potential and human resources available. (JBN)
