mining itself has its established "pro's" (job creation, mineral wealth) and "con's" (environmental destruction, displacement of indigenous peoples). these matters should no longer be a matter of argument. what should be argued are how far do these "pro's" and "con's" go. the things that we should be asking ourselves are some of the following;
- is environmental destruction a worthy price to pay for employment and wealth?
- is the mineral wealth that we getting from mining really going to our pockets?
- what steps (if any) are being taken to rehabilitate the environment after the resources have been mined?
- how are the indigenous people's rights, who are sure to be displaced by the operations, respected?
what should be looked is is how the Mining Act of 1995 or Republic Act No. 7942 (authored by then-senator Gloria Arroyo under the Ramos administration) has been seen as the "go-signal" for the rampant, destructive and irresponsible mining across the entire country.
quoting Rep. Teddy Casino:
CBCP: "Repeal Mining Act of 1995"Under the act, foreign corporations are allowed to operate 100% without any local capital requirement. They are given 25 year concessions extendable to 50 years. Mining companies enjoy a slew of fiscal incentives and are granted easment rights, timber rights and water rights, allowing them to exploit everything on and under the soil.
In exchange, all they have to do is pay taxes, fees and charges. Royalties and government’s share of the income are negotiable and can be collected only upon recovery of thencompany’s pre-operating, exploration and development expenses.

“What we call chaos is just patterns we haven't recognized. What we call random is just patterns we cant decipher. What we can't understand we call nonsense. What we can't read we call gibberish.” - Chuck Palahniuk
according to the documentary by gma's reporter's notebook, taxes collected from the mining companies amounted to something over 13 million ONLY from having a revenue of 144 billion!!!! they flatten our mountain ranges and poison our seas for just 13 million pesos!!
