If they envision Cebu to be like Singapore or HongKong, road-widening. They should have the political will to do it now, otherwise,

If the all flyovers they intend to put in Cebu will already be in place, it is easier to fix t he rebel insurgency problems in Mindanao and develop Davao or CDO to be a premier city or even Bacolod because their development have been planned much better than Cebu.

Flyovers are ugly in my opinion and should not be in an envisioned premier city. Why do flyovers, when they can widen?

Answer: No political will. The government has all the power to do it as provisioned by law.

Flyovers + Road-widening is the solution to traffic congestion. Kailangan i-widen ang mga main roads unya butangan ug overpass/flyover sa intersection. Or if dili ganahan ug flyover, rotunda nalang.
