TO ENABLE children in the third district to do better in school, Cebu Rep. Pablo John Garcia said he will invest on “human infrastructure” through a teacher training program, especially in mathematics, science and English.
The first-term congressman said he will also monitor the performance of teachers through a baseline survey and progress reports on the teacher training program.
Well-performing teachers will get a chance to earn incentives in the form of scholarships, grants and study tours, among others.
When a “doable” program is in place, Garcia said he is willing to give P5 million from his pork barrel for its start-up and another P5 million “if we are getting somewhere by the middle of this year.”
Assisting financially will be the Department of Education’s (DepEd) allocation for maintenance and other operating expenses (MOOE) per school. For this year, the third district was allocated P16.4 million for its elementary education and P11.9 million for its secondary education programs.

Q:How have you used your influence to promote the public good? Let’ be more specific on public good. What have you done to make Cebu province a better community? What have you done to improve the lot of the people in the towns, some of which, your critics say, have been neglected by the province?
Gwen: When we launched our road rehabilitation and maintenance program through outsourced equip-ment, the very first provincial roads we repaired were in Bogo, Pinamungajan and Tuburan. When I embarked on a program to help municipalities put up their own Level-3 water systems, the first towns I helped were Bantayan, Madridejos and Sta. Fe. Our road asphalting program of 156 kilometers this year will benefit all I repeat, all towns and cities in the province. Our Philhealth indigent enrollment program was offered to all towns. We are providing insurance to all barangay tanods and barangay health workers in all towns and cities. So I think all this talk about “neglect” is squid tactics. For instance, why are the worst roads in the province national roads? Look at the Barili-Aloquinsan road. Look at the Asturias-Tuburan road. Look at the Tabuelan-San Remegio Road. Where did all the pork barrel go?
This year, 400,000 indigent individuals who can barely feed themselves will not have to worry about getting sick because they have healthcare insurance. And since we did this in partnership with the municipalities and cities, we have proven that “unity” is not an empty sentiment. Again, unity works.

^^^kanang pork barrel sa Congressman dili mana pwede palingkuron lang. it has to be spent on projects under your district for a given fiscal year. the fact that some people didn't know where the funds went means they did not do enough research.
ang cheap medicine bill is now a law...it was not blocked by Pabling, but he questioned some of the provisions that might have needed amendments during the deliberations about the bill. Just like any bill that needs to be scrutinized first before finally passed into law. mao nay trabaho nila pre.

if pork barrels are spent the way they should be, wa na'y pag patay para mahimong congressman. wa sad nagkagubot ang congress pag propose ug abolish ani. congress is just a one big country club of thieves. i know it, you know it.
the days of real statesmen are long gone and i even thought, Pabling was one of the last breed but I was wrong.
that's why being objective on this matters do not work because the system that you are constantly citing is not "objective" so to speak. heck, even congress entertains and indulges in propaganda.
so sir, please don't get too "textbook" on us because we are not one of the mute, deaf and blind citizens.
