Well sa una medyo rampant gyud na even before GMA came to power. For sure naa pa gihapon pero lisod na karon. If we give them the benefit of the doubt, the only viable explanation is that the agency might be starting to shift in a new paradigm which is the preventive/proactive stance. This is now achievable considering the huge surplus budget brought about by the austerity measures done during the first 2 years of this administration. Case to point is the ongoing reblocking project along EDSA. This is all over the news. I go to manila a couple of times every year and in my observation (as a layman with no knowledge in engineering structures) murag "nindot pa man" ang dalan. Well siguro they as experts on that field have seen signs na dili na tingali magdugay ang structure. Dili na sila maghulat na manggawas pa ang mga potholes ug naay ma disgrasya.

Noted.. Ang aspalto is tire friendly.. Ang idea is sementohon ug tarong apil ang suok2x.. para dili mabanlas ang aspalto.. Tarongon ang drainage.. simple ra kaayo..

I wouldn't really compare it to our Philippine made products sir, which are mostly world-class. Just the lousy government services. When greed sets in, there's bound to be some short cuts along the way.
