AN administration congressman thumbed down the military’s appeal to be given an additional P3.9 billion budget being to form 12 more Army battalions next year.
“Any form of increased military spending constitutes unproductive spending, which we definitely cannot afford at this time, considering government’s severe financial difficulties,” Eduardo Gullas said.
Gullas made the statement in reaction to Camp Aguinaldo’s plan to create 12 new battalions, consisting of some 6,000 fresh troops, to build up the Army’s existing 79 battalions.
“It is bad enough that 36 centavos out of every peso in government revenue next year will be used to pay for interest charges (on the public debt), which constitutes the largest form of unproductive spending. More unproductive military spending would be difficult to justify.”
He said the House of Representatives is not inclined to grant the military’s request, saying that it is bad enough that 36 centavos out of every peso in government revenue next year will be used to pay for interest charges.
“Assuming (the) government had the extra P3.9 billion, which it does not have, the money would be better spent if used to increase funding for crucially important poverty alleviation programs and basic public services in the countryside,” Gullas said.
The AFP will need P325 million to train, arm and equip each battalion, or a total of P3.9 billion for the 12 new battalions. The amount does not include the budget for the salaries of the new soldiers.
If the proposed additional budget is approved, the plan would increase to 85,661 the Army’s uniformed personnel.
But Gullas said that instead of simply deploying more soldiers, the government could contain the communist insurgency and the Muslim secession “more meaningfully” by committing more development funds to the rural areas.
“More funds should be spent to revitalize farming and fishing communities, and to create new jobs and raise household incomes in depressed provinces,” he said. Florante S. Solmerin

				Here's my take:
If we're in a crisis, why are malls always full? Just look at sm & ayala. New businesses are opening up. People are still drinking at the sari2x stores. Most of us go out to bars at night... Traffic ang streets because too many cars. Everyone is malipayon ra gihapon.
I think it's our government that's in a crisis. Corruption is high and the government is run in a way that it's dropping tax collection percentages (by corruption or people are simply not paying them). This is the money that's supposed to run our country (healthcare, infrastructure, education, national security). Whoever we put on top of the Phils to run things will always be doomed to fail if things remain the same (corruption, no accountability, injustice, impeach2x, resign, puli. then impeach the successor again). It's time to change a failing system... I'm not pro or anti. I'm just against any political instability because it's the private busnesses that suffer & these are the people that give us jobs to feed our families... i bet if ma-ilisan jud si pgma daghan ra gihapon mupa-impeach sa mu puli niya then ang mu puli will find out also that indeed there is a need to change the system...

				yup any instability is bad, but we should not make a choice for the lesser evil, its still evil, lets find a good solution instead

				exactly what i'm talking about... IMO, asking the head of state to resign is not the solution... changing the system we elect officers maybe. or the system of government, heck what about a new constitution... coz the way things are, no public official can function effectively however clean his intentions are...Originally Posted by darkwing
It may be lesser evil, but it's similar to a business situation i read once where a company spends 2,000,000 to uncover a cash discrepancy of 20,000... It may be the noble thing to do, but God I hope it wouldn't be the cause of our doom
