Merril Lynch doubts balanced budget yarn

Financial advisory firm Merril Lynch doubts the Arroyo government will meet its target for a balanced budget next year due to the continued lag in revenue collections despite the imposition of various new tax measures.

The firm said reforms that President Arroyo had hailed as having put the fiscal situation back on track was off to a bad start.

Merril Lynch, in a study called Fiscal Performance-Not a Good Start, said the target in is doubt due to poor tax collections and weak spending on infrastructure.

Revenue collection performance of the Bureau of Internal Revenue (BIR) and Bureau of Customs (BoC) should recover if the government hopes to meet the 2008 target, it said.

To highlight the sputtering fiscal reforms, Customs officials yesterday said cash awards are not forthcoming for units of the bureau that did not deliver on their 2006 collection commitments.

^ Sadly, most of those who are not working are the ones making this country overpopulated. Instead of finding jobs, they are just idling themselves at home with a child added every year in their family. More so, some tend to prioritize luxuries than basic commodities.

Why blame the government when it is doing its job to improve this country? Now, the people must do their responsibility as well. We will not move forward if we will just wait for the government to act, we should also do our part. But then again, some are blinded with pride that they will always blame others for their own misery.

Hunger a record high at 19%, or 3.4M Pinoy families - SWS

Despite repeated claims by the Arroyo administration that the Philippine economy is on a roll, some 3.4 million Filipino families – one of every five or 19 percent of all households - continue to endure hunger, according to the reputable public opinion pollster Social Weather Stations (SWS).

The SWS said its survey conducted last Feb. 24 to 27 also showed that hunger has worsened in Metro Manila and the rest of Luzon, but declined in Visayas.

It said the record-high incidence of household hunger of 19 percent was first set in November 2006. Hunger has been at double-digits since June 2004.

Hunger went up by three points in Metro Manila, from 17.7 percent in November 2006 to 20.7 percent in February 2007.

It slightly rose in the rest of Luzon from 17.7 percent to 18.3 percent and hardly changed in Mindanao, from 22.3 percent in the previous quarter to 22.7 percent.

But hunger declined by nearly four points in the Visayas, from 19 percent in November to 15.3 percent in February.

Moderate hunger, defined as households experiencing it involuntarily "only once" or "a few times" in the last three months, was 15.1 percent in November and 15 percent in February.

The few who did not answer the question on frequency of Hunger were also put in the moderate category.

Severe hunger, or households involuntarily hungry "often" or "always" in the last three months, hardly changed from 3.9 percent to 4 percent.

Moderate hunger went up in Metro Manila, from 12.7 percent in the previous quarter to 15.7 percent, and in Mindanao, from 17.3 percent to 18 percent.

It declined in the Visayas, from 15.3 percent to 12.7 percent and in the balance of Luzon, from 14.7 percent to 14.3 percent.

On the other hand, severe hunger went up in Luzon outside Metro Manila, from 3 percent to 4 percent; while it remained at 5 percent in Metro Manila.

It declined in the Visayas, from 3.7 percent to 2.7 percent, and in Mindanao, from 5 percent to 4.7 percent.

SWS survey questions about household poverty and hunger are directed to the household head. They are standard non-commissioned items in the Social Weather Surveys.

The SWS said it used face-to-face interviews of a national sample of 1,200 statistically representative household heads, or 300 each in Metro Manila, the balance of Luzon, the Visayas and Mindanao, from 240 geographical spots selected from all regions.

GMA accepts SWS poll results, releases P500M to stem hunger

MANILA, Philippines -- President Gloria Macapagal-Arroyo has finally accepted the results of the survey on hunger by the Social Weather Stations and ordered the release of P500 million for "emergency hunger mitigation'' in areas found to have a high incidence of hunger among the people.

After questioning the SWS survey on hunger, which showed that one in every five Filipino families or 3.4 million households have gone hungry at least once in the last three months, the President apparently decided to confront the problem.

Presidential Management Staff chief Cerge Remonde said in an announcement he made on a government radio station Saturday that the President ordered the release of the money after convening the National Nutrition Council in Malacañang on Friday.

Budget Secretary Rolando Andaya Jr. said that with the signing of the P1.126 trillion 2007 national budget, the government is now ready to release P10 billion for the rehabilitation of typhoon-ravaged areas in Bicol, Southern Tagalog, and some parts of the Visayas.

The President ordered the release of P500 million for the food-for-school, food-for-work, and for the feeding programs of parishes and non-governmental organizations, Remonde said. He said the program would benefit areas identified by the SWS as having a high incidence of hunger, mostly in Metro Manila.

Arroyo said in her roundtable forum Saturday that the government's barangay (village) food terminals, or "bagsakan'' centers, where the poor can avail themselves of lower-priced food and other basic commodities, would benefit some 200,000 of 700,000 hungry families in Metro Manila by next month.

“The result of the SWS survey is a wake-up call (for the administration) because the economy is really doing well. For the President, what is the use of the economy doing good if people are hungry,” Remonde said in a phone interview with the Inquirer.

According to Remonde, during the two-hour NNC meeting at Malacanang's Aguinaldo Room, some Cabinet members continued to question the veracity of the SWS findings during Friday’s two-hour meeting of the National Nutrition Council at Malacanang's Aguinaldo Room. The February 24 to 27 SWS survey also found that the problem of hunger worsened in Metro Manila and the rest of Luzon.

"While there are some Cabinet members who questioned the survey, the President said, `Let's not quibble over that. As long as there's one person who is hungry the government should do something about that,''' Remonde said.

"She cracked the whip on all the frontline agencies, including the Department of Agriculture, to boost food production,'' Remonde said.

Among those called to Friday’s meeting were the secretaries of agriculture, social welfare and development, health, trade and industry, and education, Remonde said.

He said the President designated Health Secretary Francisco Duque III as her point man to oversee the implementation of the "emergency hunger mitigation'' program.

Remonde said the government intervention would be through the food-for-school program, where bags of rice and other food items are given to school children as an incentive to their attending school; the food-for-work program where the poor and unemployed are hired by the government to sweep the streets and do other community work; and the food-for-parishes program of the Catholic Church and other religious groups and organizations serving meals to children or adults in various parts of Metro Manila.

While Remonde said the President ordered the emergency hunger mitigation program in response to the SWS survey, the President herself seemed to doubt the SWS findings in Metro Manila.

After the SWS survey came out, Arroyo said the incidence of hunger could also be attributed to the "spending pattern'' of the people, whom she asked to "spend on the basics first'' before spending on luxuries. A day later, she questioned the question posed by the SWS to its respondents, saying she herself had experienced hunger at least once.

^ At least, the government is answering the concerns of those who are experiencing “involuntary hunger". There must be some, who by some instances, could not really cope up the rigorous everyday living. But most of those who are blaming the government should take a look why they are poor. Maybe, the president is right after all that they are spending more on luxuries like alcoholic drink, cigarettes and even credit loads.

No one has the primary responsibility to provide us good living except ourselves.

Tuwing nakikita ko ang payslip ko, nag-iinit ang ulo ko at gusto kong maiyak sa inis. Napakalaki ng tax na binabawas sa akin pero ginagamit lang sa walang kwentang bagay ang perang pinaghirapan ko.

Lahat ng pagtitipid ginagawa ko para suportahan ang sarili ko, pamilya ko at ang bansang to. Ni hindi ako makabili ng chicken and spaghetti meal sa Jollibee kahit gutom na gutom na ko. Nag-tya-tyaga ako sa waffle na tig-P10, o kaya pag may konting pera, junior bola-bola siopao sa Mini-Stop sa halangang P20.

Eh kung yung pera ko na pinapangbabayad sa tax sa kin na lang napunta, eh di sana nakakapanood pa ko ng sine at least 2 beses sa isang buwan. Nakabili na sana ako ng bagong rubber shoes. Nakapagpagawa na sana ako ng sarili kong bahay.

Yung tax na binabayad ko, karamihan nun derecho sa bulsa ng mga corrupt na mga government officials at workers. Habang hirap na hirap akong i-budget ang pera ko, sila naman nagpapakasarap sa mga mansyon. SUV's at luxury cars pa ang dina-drive nila, samantalang ako sa pedicab lang
sumasakay!

PERA KO YANG PINAPAGPAPASASAAN NYO!!!!!

Yung tax na binabayad ko, pinapangsuporta sa mga mahihirap. Saan ba galing ang pera pangpagawa ng housing at pagtulong sa mga mahihirap, di ba sa mga manggagawa na nagbabayad ng buwis! Pero karamihan ng mahihirap, kung umasta kala mo inaapi sila ng sobra.

SA TOTOO LANG NO, KAYA ANG MGA MAHIHIRAP LALONG NAGHIHIRAP KASI MGA TAMAD!

Ang daming mga tambay sa kalye na walang trabaho pero ang laki ng katawan. Eh kung sila ba nagkargador sa pier eh di sana may pera sila.

Kung kinakailangang magka-giyera para magtino ang mga Pilipino, ayos lang. Masyado na kasing matigas ang ulo ng mga tao dito. Gusto ng kalayaan, pero hindi naman handang panagutan ang responsibilidad ng pagiging malaya. Meron daw pinaglalaban na prinsipyo at adhikain pero takot namang mamatay para dito.

Hangga't hindi nagkakaron ng radical change, patuloy na walang kwenta ang Pilipinas at patuloy na magiging tanga ang majority ng mga Pilipino.

Sa dami ng nag-mi-migrate na Pilipino sa ibang bansa, dadating ang panahon na minority na lang ng population sa Pilipinas ang may utak. Yung mga magagaling na Pilipino, malamang maubos na. Sobra na kasi silang na-fru-frustrate at na-de-depress sa mga nakikita nila.

Ilang taon pa at aalis na rin ako sa Pilipinas. Wala kong balak na magkaron ng pamilya sa isang bansa na hindi pinapahalagahan ang kontribusyon ng mga taong tunay na bumubuhay dito. Kawawa naman ang magiging anak ko kung dito sya mabubuhay.

Sa totoo lang, broken hearted ako. Minahal ko din ang bansang ito. Pilit kong pinagtatanggol kahit bulok. Nakarating na ko ng ibang bansa, pero pinili kong bumalik. Pero ngayon, ayoko na. Suko na ko. Sayang lang ako sa bansang to. Simple lang naman ang hiling ko. Gusto ko lang mabuhay ng
