my bet is that the author/authors had been promised by UNICEF with "project$" or "grant$" so that they have something to use as "justification" for release of funds.

i know a lot of politicians na mangatol dayon ang lubot kung maka dungog nga naay ihatag sa ilaha na funding nya ipa gawas dayon na ilang "project" ug mura pud ilang kwarta and they would do everything come hell or high water just to get it.

i have a son and i apply this old school way of disciplining a child but not too much, ako mn cya bunalan mga 2 ka hapak specially if dili jd patuo after 2-3 verbal warning but not kusog ha..then ako e explain why i spanked him.,.Thank goodness, he is an obedient kid (as of now) ..hopefully this Law will not apply here in the Phils. ky ma spoiled brat ako anak..waaaaaaa
