it's all those paperworks. bisag wala pay under the table. bidding should be done in accordance to RA 9184. a very long process. then i-pre audit pa sa COA. another long process. memos this, memos that. kay kung ma technical gani, ma administrative case dayon. we make life difficult for ourselves.

the process that we have now are lessons learned from the past.
Just like senate/congressional inquiry in aid of legislation...
I think we are opportunists. we get all if we can get all. hehehe

Without the process that we have now, a big chunk of the project cost goes to the pockets.
So, let's bear with the process...it lessens the windows of opportunity...hehehe
