Sorry wa ko ka-agwanta, just want to answer the question of whether putting up that big billboard with a scantily-clad hot babe in a main road is legal/illegal.

The government exercises what is defined as Police Power. Practically everything is under the scope of this Police Power; In easier terms, while a citizen is allowed to enjoy the freedom to do what he wants, the government has the authority to prohibit this enjoyment if such actions by the citizen are hazardous to other citizens/will violate the rights of others.

In this case, is Sam Pinto's SMB billboard really hazardous to motorists? Is it scandalous and offensive enough so as to be a cause for the men of Cebu to start raping or sexually harassing ladies as fine as Sam Pinto? Obviously, the answer to both questions is a big NO. (In the first place, as someone mentioned already, motorists should keep their eyes on the road.)

Thus, it being clear that the billboard is of no hazard to the people of Cebu, it is LEGAL; and until a thousand men start raping hot ladies and confess that they did it because of Sam's figure (which will only probably occur in a comic strip, if at all), the government has no reason to order its removal. So men of Cebu, pag-tagbaw mo ug tutok sa pagka-lamian na lawas ni Sam sa billboard hehe!
