This is within 100 days,” said Cebu City Mayor Michael Rama in his inaugural speech after he took his oath of office before Justice Portia Hormachuelos.

In his first official speech as Cebu City mayor, Michael Lopez Rama yesterday vowed that his administration would attend to basic services.
“Within 100 days of my mayorship, we ask the City Council, the 5,000 employes of City Hall, the private sector, NGOs, that together we will institute action to address asphalting, street lighting, drainage, garbage, traffic health and peace and order,” Rama said.
Sunny weather greeted yesterday's oath taking ceremonies which were preceded by a Mass presided by Msgr. Roberto Alesna and a flag-raising ceremony in front of City Hall.
Hundreds of Cebuanos and City Hall employees gathered at the Plaza Sugbo for the simple rites.
Senior Associate Justice Portia Hormachelos of the Court of Appeals swore into office Rama, Vice Mayor Joy Augustus Young, Rep. Tomas Osmeña and the city councilors.
Rachel “Cutie” del Mar took her oath before her father Rep. Raul del Mar.
Consuls from Japan, China, Spain, Norway and Denmark and students of the University of Kaohsiung, sister city of Cebu City were on hand for the event.
The mayor paid tribute to Osmeña as his “mentor” and acknowledged his late parents and relatives in the Rama clan who flew in from various provinces and abroad.
Rama repeated his campaign thrust in Cebuano: “Tuliron nato an g hiwi, nindoton nato ang bati, wagtangon nato ang baho, limpoyhan nato ang hugaw, han-ayon nato ang gubot.”
(We have to make straight what is crooked; turn something ugly into something beautiful; remove the stench, clean up what is filthy and promote peace where there is conflict.)
The mayor later met with department heads in City Hall and told them he wants to restore the public’s trust, especiallly youths, in government.
Rama will not hold office in the former mayor’s eighth floor space. He plans to keep it as a reception area for important visitors and will hold office on the ground floor.
