Senate committee gives nod: Lapu-Lapu City as lone district

CEBU, Philippines – The Senate Committee on Local Government Chaired by Senator Benigno S. Aquino III has approved House Bill No. 5007 separating Lapu-Lapu City from the 6th District of the Province of Cebu to constitute a lone legislative district.
Senator Aquino called a public hearing yesterday of House Bill No. 5007 introduced by Cebu 6th District Rep. Nerissa Soon-Ruiz.
The bill was approved by the House of Representatives last year.
The hearing yesterday was attended by a delegation from the district that included Provincial board member Victor Maambong and Lapu-Lapu City Vice-Mayor Mario Amores.
After the hearing, Senator Aquino announced that he will recommend for approval of the bill to the plenary.
House Bill No. 5007 will in effect split the existing 6th District into two thereby giving additional representation and consequent funds for development.
The bill further said that it shall commence in the next national election once it is approved.
The incumbent representative of the district shall continue to represent it until the new representative of the lone legislative district of the city of Lapu-Lapu shall be elected and qualified.
The bill was approved by the Lower House sometime in the last quarter of 2008 and transmitted to the Senate on October 6, 2008.
It is a substitute bill of House Bill No. 1306, which originally proposed the creation of one district for Mandaue City and Consolacion and one district for Lapu-Lapu City and Cordova.
The office of Rep. Soon-Ruiz, in a press statement, said that the change is due to the complexity that Lapu-Lapu City voters could not anymore vote for the provincial officials while Cordova residents can.
The statement further said that it was decided in the course of deliberations to lump Cordova, Consolacion, and Mandaue City as one district by making Lapu-Lapu City a lone district by virtue of its being a highly urbanized city.
While Mandaue City is a highly urbanized city, its charter allows it to continue to vote for elections of provincial officials as an exception thus making it similarly situated on that regard with the other two municipalities.
The press statement of Rep. Soon Ruiz further said that this was the compromise more acceptable by other Cebu leaders such as Reps. Pablo Garcia and his son Pablo John Garcia as it puts to rest the controversial question of where to annex Cordova in the new equation.
After going through the Senate Committee hurdle, Rep. Soon-Ruiz hopes to fulfil her dream before her term ends as a legacy to the people of the sixth district.
Lapu-Lapu City Mayor Arturo O. Radaza, in a statement, said that the journey of the city of Lapu-Lapu to maturity as an local government unit has come full circle with the impending passage of House Bill No. 5007 which creates its own lone congressional district.
According to Mayor Radaza, the Oponganons (people of Lapu-Lapu also known as Opon) of today and tomorrow would be assured of its adequate representation in congress.
He further said that it is a new height for the city’s continued quest for quality development and realization of the 2020 vision of a progressive new Opon.

Board Member Maambong said that he is happy with the development.
“I made my manifestation that the sixth district of Cebu is the most populated and necessarily the most under represented among all congressional districts in the country.”
Mandaue City Mayor Jonas Cortes does not however share the board member’s view on the matter.
Cortes said that the bill converting Mandaue City into a lone district was first passed in Congress during the time of former Representative Efren Herrera and that Ruiz bill, which pushed for Lapu-lapu city to be a lone district only came later.
He was puzzled how come that Ruiz, who is a pure Mandauehanon, has done nothing for the city to become a lone district.
Cortes said that millions of projects could have gone to Mandaue, which has long been qualified to become a lone congressional district being a highly urbanized city since the 1990s.
With this latest development , Cortes said that he will continue with his advocacy to push that Mandaue City will also become a lone congressional district.
