With all the verse you've post (above) it seems that we should honor all people right, but let me ask you according to the bible what type of People?
How about this verse:
10 If there come any unto you, and bring not this doctrine, receive him not into your house, neither bid him God speed:
2 John 1:10
are these people included in all people to be honored?
The context and the verse speaks about false teachers coming into a Christian's home. We do not honor their doctrine and false teaching but
as a fellow human being [as a person] we honor them----not their doctrine.
Example: We are not to heap up invectives against them. We are not to insult them and abuse them verbally no matter how wrong and false their teaching is. It is
"Honor all people". Not honor all doctrine.

why this verse being said by apostle Paul? if all people should be honoured why this is to be written "honour to whom honour"?

There's a catergory that should be honored.
So if those people that doesn't fall on the category as mentioned by Apostle John then it should be honored (all of them).
1 Peter 2:17 and Romans 13:7 employ different Greek words for "honor" in the original.
Romans has "timen". Timen to whom Timen. Timen has with it the idea of
RECOGNITION.
While 1 Peter 2:17 has "timensate". Timensate all men.
Christians are commanded to respect all people:

God has ordained governmental authority. Not all people are delegated with this authority. But to whomever God has conferred this governmental authority Christians are to recognize [
Timen] their authority and honor them. Honor them not only as a fellow human being but also as one who is given GOVERNMENTAL AUTHORITY.
They must be subject to the powers that be that God has ordained---they must pay what is due them: Taxes, customs, fear [respect their authority], honor [honor them as governing authorities]:
Ro 13:7 Render therefore to all their due: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor [
TIMEN] to whom honor [
TIMEN].
Note: The context starting from verse 1 all the way to this verse [verse 7] of Romans chapter 13 speaks of governmental authority.
"HONOR" IN VERSE 7 MEANS RECOGNITION OF GOVERNMENTAL AUTHORITY.
To conclude:
Christians are to honor all human beings. But they are also to honor--recognize those who are appointed with governmental authority [not only as a human being but also as one who is in authority].
