Presidential instinct


If he paid at least a lightning visit to the flooded areas in Luzon immediately upon alighting from the plane from Japan at the Clark Air strip, President Noynoy Aquino would have less explaining (aka justifications) to do rather than if he didn’t. And he didn’t and is now taking all the flak for dilly-dallying or a “better late than later!”

He has lost his terms of endearment to the Filipino people, if ever he registered with such to the Filipino consciousness. But it does not take logic or a matter of management style for something that belongs to purely presidential instinct.

The past presidents floated their relational strategy with the people in terms of familial and familiar intimacy. The late Ferdinand Marcos was an “Apo,” Cory Aquino was a dear “Tita,” Fidel Ramos had his godfather moniker “El Tabako,” Joseph Estrada’s perfect presidential image as “Ama ng Masang Pilipino” and Gloria Arroyo’s sibling appeal as “Ate Glo.”

These were not simply campaign packaging or at least these former leaders tried to elevate such to presidential instincts including lightning or engaging visits, a la Santa Claus minus the winter fanfare and ambience, to victims of typhoons, flooding, earthquakes, or even man-made disasters such as heinous crimes including grief-stricken families mourning the loss of a loved one. Blame it in our culture and nurture, we are either paternalistic or maternalistic.

Well, he could have been a “kuya,” but that projection would largely fail even as a campaign image gimmick, since even in real life, he perhaps was wanting as an elder brother to a younger sibling.

But P-Noy had his own version of endearment which sounds more professionally parallel to a deeper accountability, namely, that of an employee or worker. Remember, he said glaringly in his major speeches, “Kayo ang boss ko” (You are my boss!). So what happened to that? Or does his dilly-dallying on a presidential duty to at least be on sight no matter how cryptic and poetic a reflection of the present breed of public service personnel who would justify rather than rectify their dereliction of duties through so many rationalizations starting with the ridiculous “being camera shy or to evade unnecessary focus on him rather than the victims.”

And if we are his “bosses,” then we have all the right to “fire” him for disloyalty and unexplainable absence or tardiness!

The rationalization of a presidential management style is even a blunder. Since when did he have a “style,” especially when there is not even a record of running a government, nor even a local unit, attached to his credentials. Is the question of priorities a matter of style or simply flawed decisions or in fact, indecisiveness!

It is not really in our agenda to subject in an inquiry the skirmishes or side trips P-Noy makes in his foreign visits, such as taking in an honorary degree from an Ateneo sister university in Fordham simply because his mother had one too, during her term as president or planting a tree in a village in Hongiang province in China like his mother did some 23 years ago. Never mind his stroll along the famed Great Wall of China, even if sea walls are crumbling along Manila Bay, or his photo op at the 6th Avenue in Manhattan to grab some American hotdogs and a can of coke, even if his kabalens are cooking rice with flood waters or exchanging pleasantries and shaking the hands of the feeble Japanese royalty, even if his flooded kababayans are shaking their hands and body in the chill of the deluge.

Never mind all that, but when he handed easily over a one million dollar donation to the third richest country in the world to help alleviate their “misery,” while down here all budgetary allotments, including public works projects that could have saved hundreds of lives and property are subject to nitpicking and painstakingly pass through a needle’s eye before release. Is this a matter of management style too?

Definitely, P-Noy missed this one, not only in headline photos but in the inner images of the Filipino psyche. And with that braggadocio of a “management style,” there would be more opportunities missed — mostly, forever.
