Uh in case you haven't grasped it yet, a person is innocent until proven guilty. So if the vigilantes kill a suspect, then the vigilantes are killing iNNOCENT people. And even worse, they have shot several bystanders! Take your head out of the sand. You're too old to pretend you're in kindergarten.

In case you havent either , NOBODY , I say again NOBODY has proven the EXISTENCE and IDENTITIES of the VIGILANTES yet . But then you use the word IF so everything are speculations . Puso mo tatay .

SO far , only DIEM provided OPTIONS other than VIGILANTISM to lessen the crime of Cebu other than the " actions " of the operatives .

o A person or group of people committed to starting a Neighborhood Watch
o A planning Committee to initiate the program
o A list of issues which initially need to be addressed in the neighborhood
o A means of communication with the residents – e-mail, fliers, telephone-trees (i.e. an hierarchical communications network)
o Publicity for the initial Neighborhood Watch meeting
o A meeting agenda
o A meeting place such as a school, Fire Station or Public Library (in our case a Baranggay Hall)
o A map of the neighborhood with spaces for names, addresses and phone numbers of all the households
o A sign-up sheet for those interested in role of Block Captain(which is different from Baranggay Captain).
o Neighborhood Watch signs for the street and residences
o The Local Police Department Neighborhood Watch Director, and Assigned Officer to rollout the initial training.

The suggestion above would really help lessen crime because it will act as the EYES and EARS of the city . The question is , is it REALISTIC ? Can we accomplish it in a years time ? What do you guys and gals think ? Bisan mo start mo sa inyong mga respective subdicisions and villages.

Rama had long opposed vigilante killings, which started shortly after Mayor Tomas Osmeña announced in 2004 that he would rather see the
criminals killed than have them operate with impunity in the city.

For the mayor, it is more worrisome having criminals getting comfortable in Cebu City than having them summarily executed by vigilantes.

But Rama said that a profile made on BBRC inmates showed 60 percent are residents of coastal areas filled by the communities' poor.

"They steal because of poverty. And they are being killed because of poverty. It doesn't make any sense to me," he said.
