yup correct. nasugdan na ni gloria. pero sa panahon ni gloria ang 4Ps daghan loopholes gyud. same as everybody i thought nga nag promote laziness ang 4Ps. so i did a research. and talked to people who are recipients to this. credit also to admin in plugging those loopholes.but not all holes are plugged. dili gyud siya perfect, far from perfect but its good as it is now. at some point, 21guns is correct but i disagree it promotes laziness, although at some point it will promote dependency but it helped a lot of children going to school and once maka graduate na sila, in turn they can help their families. siguro sa akong opinion, would be nice if katong mga recipients naay ginagmay community service in return bisan 2 hours lang. except guro sa mga disabled ug mga tiguwang.
