I've won an eBay item and couldn't pay for it. I just asked the seller to open a dispute so we can terminate the deal. I Googled for this problem and it seems other people especially people who don't live in the US get this error message. I already e-mailed eBay and Paypal but as usual their customer service departments are slow to reply. I'm not having second thoughts using Paypal but the problem is it's the only payment method eBay is accepting (hassle na money order ug cheques).
