mao na nga nag hisgot ko ug mga congressional districts nga wala maka meet sa requirements nga 250,000 population ... precisely because of the people of Consolacion and Cordova whose populations will not be able to come to par ... the 6th district congressman can file a bill for the Lone District of Mandaue and for the congressional district of Consolacion/Cordova ... citing the 14 precedents as rationale for them being a congressional district ... and in the process rectify the 20 year injustice done to the City of Mandaue and its 400,000 citizens ... if the congressman will just move for this and earn his salary and SOPs he can make this happen ... i believe Mayor JONAS even said in the media that he will support the reelection bid of the BOLAY-OG if he moves for this ...

so there you have it ... spelled out loud and clear ... if still not clear ... please ask for clarification ...

most likely be adopted to farther districts in cebu. cordova wil then be easily held by cebu city then. poor kids getting adopted.

sa akong pag research regarding these congressional districts:

1. Camarines Sur 1st dist - 176,383 cong. dato arroyo
2.Davao Oriental 1st dist -189,348 cong. nelso dayanghirang
3. Leyte 3rd dist - 163,419 cong. andres savacion jr
4.Manila 3rd dist - 197,242 cong. ma zenaida angpin
5. Marikina 1st dist - 166,797 cong. marcelino teodoro
6. Masbate 1st dist - 162,423 cong. narciso bravo jr.
7.Misamis Occ. 1st dist - 237,044 cong. jorge almonte
8. Navotas lone dist - 230,403 cong. tobias reynald tiongco
9. Paranaque 1st dist - 220,419 cong. edwin d. olivares
10. San Juan lone dist - 125,558 cong. j.v. ejercito

I found out that these cities and districts were allowed by the SC to have its own congressional district regardless of the Population for the following reasons:

In the case of Aquino vs Commission on election regarding the constitutionality of camarines sur 1st district SC ruled that regardless of its population it is still constitutional for the following reasons:

1. The 250,000 requirement was only for cities.
2. The dialects spoken in the grouped municipalities;
3. The size of the original groupings compared to that of the regrouped municipalities;
4. The natural division separating the municipality subject of the discussion from the reconfigured District One; and
5. The balancing of the areas of the three districts resulting from the redistricting of Districts One and Two

For the cities listed which is under Metro Manila.
1. These cities like San Juan were given a district regardless of population because the constitution says that:
"APPORTIONING THE SEATS OF THE HOUSE OF REPRESENTATIVES OF THE CONGRESS OF THE PHILIPPINES TO THE DIFFERENT LEGISLATIVE DISTRICTS IN PROVINCES AND CITIES AND THE METROPOLITAN MANILA AREA"

Since these cities falls under the Metro Manila Area, they were given a congressional district regardless of its population.

For other cities SC also sighted in its explanation as an example of reason for exemption:

"It may be additionally mentioned that the province of Cavite was divided into districts based on the distribution of its three cities, with each district having a city: one district “supposed to be a fishing area; another a vegetable and fruit area; and the third, a rice growing area,” because such consideration “fosters common interests in line with the standard of compactness.”[36] In the districting of Maguindanao, among the matters discussed were “political stability and common interest among the people in the area” and the possibility of “chaos and disunity” considering the “accepted regional, political, traditional and sectoral leaders.”[37] For Laguna, it was mentioned that municipalities in the highland should not be grouped with the towns in the lowland. For Cebu, Commissioner Maambong proposed that they should “balance the area and population.”"

for the dinagat island, the reason it had a congressional district is because it is now classified as a province and therefore regardless of its population it must have a congressional district.

Now given the following reasons of exemption. I must now asked sir recla. In which exemption/grounds would you say that the cordova-consolacion be given a congressional district. If ma satisfy ko sa imung answer. Mo donate jud ko para sa imung campaign! hehe

better adopted and taken care of ... than left to fend for themselves ... i read a long time ago that Mayor Tommy offered the south district seat to Sitoy if Cordova allows itself to be annexed to Cebu city ...
