The ridiculous PSU wattage figures are caused by poorly engineered hardware.
A few years back, performance/watt used to be a big problem especially during the P4 era. Good thing the Athlon 64 came along and Intel soon learned that brute force doesnt cut it.
Now, the problem is with videocards nasad especially with Nvidia's fermi... also the top of the line cards seem to require a lot of power... while some would say that you need lots of power to drive dual cards or high performance cards... I say.. its just a matter of hardware engineers being lazy with company bosses trying to maximize profits and holding off developing more efficient designs. Cost comes into play also as R&D for more efficient tech requires money... and its cheaper to just pump more power into an existing tech... in short... gi brute force lang.... thats the story of K6II, P4, 3dfx Voodoo 5 and Fermi....

Clarification on the fermi. There are already two variants of fermi out in the market. The fermi GF100 and the fermi GF104, the latter doesn't have the heat and power consumption issue anymore. So at least be specific what fermi card you are referring to.
