    the Sinulog festival encourages people to SPEND MONEY, and that in itself is good for the economy...mas maayo na lang pud ni kaysa mapunta ang kwarta sa katawhan sa bulsa sa mga kawatan, at least kani, daghang tawo na malingaw...

    Talking about terror threats, I couldn’t believe my ears when I read the reports that the Sinulog Festivities might be downsized or worse, cancelled because of a new Commission on Audit (COA) ruling barring City Hall officials from donating funds for the Sinulog Festivities. This is the problem of the Philippines today. Despite the presence of a very narrow minded, stupid COA policies, there is still massive corruption in the government especially with almost all government national agencies.

    So why should Cebu City officials be scared of COA’s “terror” threat on our Tourism Industry? In my book, COA is a post-audit agency, tasked to look for highly-irregular activities, yet where was COA years ago when Cebu City hosted the country’s most successful fiesta that has become the country’s top tourism drawer? Cancel the Sinulog and you might as well kill our tourism industry, thanks to senseless and mindless COA officials!

    The main issue here is whether the monies that were given for the Sinulog Festivities were found in some government official’s pockets. As of today, not a single case of corruption or even misappropriation of funds were filed against any of the Cebu City officials nor anyone from the Sinulog Foundation or its various committees. Who is the person responsible for this COA ruling so we can hound him and ask him questions? So far, the COA official who issued this new ruling is faceless to many Cebuanos. Let him come out so we can interrogate this person!

    If we downsize or kill the Sinulog festivities this coming January, it will result in a massive reduction of foreign tourists who’ve enjoyed the Sinulog Festival. Should we allow our tourism industry to die because of this stupid COA ruling? I think not! Again, let’s see the face of this COA person so we can question him, otherwise we might just kiss our Tourism Industry goodbye!



    Sinulog just can't be scrapped

    SCRAPPING next year’s Sinulog fest, like what Mayor Tomas Osmeña is floating, is a poor threat and propaganda ploy if the purpose is to get around a recent Commission on Audit (COA) circular.

    Nobody can unilaterally decide on the future of an event whose value and economic and cultural significance are far larger than the parochial and other ego-driven interests of local officials.

    That Osmeña did talk about scrapping the Sinulog only betrays the kind of relationship prevailing between the Sinulog Foundation, a supposedly non-government entity, and Cebu City Hall, particularly its chief executive.

    The mayor seems to consider the foundation as another City Hall department, a view that destroys the essence of its creation as an organization tasked to ensure permanence of a major annual cultural undertaking.

    The foundation was supposed to shield the Sinulog from the politicking, petty quarrels, corruption and selfishness that often characterize local governance and cause a break in the continuity of the celebration.

    Real problem

    In a sense, this bringing into the limelight of City Hall’s relationship with the Sinulog Foundation vindicates the COA circular, which aims to prevent an unholy alliance between officials of a local government unit and those of non-government organizations, especially involving public funds.

    The problem, then, is not the COA circular but the failure of City Hall officials to accept the logic of the new guideline, especially as far as it applies to the hosting of the Sinulog.

    The scrapping of next year’s Sinulog won’t become the natural consequence of the issuance of the circular if City Hall officials in the foundation won’t hold on to their posts like a leech.

    Alternatives

    Besides, even if the P8 million financial assistance City Hall is giving won’t be factored in when considering the hosting of the Sinulog, the foundation would not be totally paralyzed.

    Either a toned-down Sinulog would be in place or other sources of funding would be secured to make up for what is lost if City Hall’s financial aid is taken away.

    The holding of the Sinulog should not be tied to either the P8 million City Hall financial aid or to City Hall officials holding on to the reins of the foundation.

    sus... madayon nah uy... dili sila ka bo-ut sa mga tao mag party nig gabe-e....

    and they cant strip out sinulog coz it draws lots of tourists....

    daku kaau ug kita ang cebu anang panahona....
