Dugay-dugay na ni nga topic diri but some things need to be clarified here before people keep posting suggestions and remarks in the "Watch English movies!" etc flavor.
Okay, the first question you should ask yourself is, why do you want to be fluent? If the answer here is "I want to land a better job! And that job requires that I be fluent in English!", then a much more careful analysis needs to be done here. First off are you sure the job requires fluency? You see, most jobs don't really require fluency--what is more needed is competency in the language. And yes, there is a difference between the two.
By studying English grammar (i.e. in college, higher learning, and/or tutorial lessons), and additional learning of forms and style in writing, one becomes competent in the language. Most jobs only require this skill, especially jobs that would require one to write out lots of reports, create forms, draft memos and so on, ergo, technical writing.
Thus, sometimes one doesn't necessarily need to become fluent to be considered competent. And yes, there are fluent speakers that sometime betray their lack of competence in the language. What then is fluency?

Ergo, if you want to be a stage or film actor, a radio commentator, or your planning to romantically woo English speaking people, then here is where the importance of fluency comes in. Because you do not learn fluency by trying to analyze and understand English grammar, oh no my dear friend--fluency is like learning how to ride a bicycle...you just ride and ride and ride and ride the bicycle until you do not fall off it anymore. Once you learn how to ride it, it doesn't even feel like "riding" anymore--you then glide across the street on the bike, like a graceful bird in flight, your swift pedal strokes making you flow along the road like a river. Thus, fluency therefore is attained by immersing yourself into culture of the target language--i.e. when you want to learn to ride a bike, it won't help if you hang out with skateboarders...you have to hang out with cyclists.
Thus, if you're serious about fluency, try to find the right people and the right environment that you need to immerse yourself in. If you want competency, then hit the books, and do the drills. If you want both, then do both. Life made simpler.
