    i really think we need to finally plan our cities otherwise we are in danger of just worsening our urban decay. if we want to have world class cities - we need professional urban planning. flyovers may end up being part of the urban plan, as part of the solution - but first, let's get experts to evaluate. -CBC PRESIDENT Dondi JOseph

    other countries like Bangkok and Jakarta have constructed flyovers and still havent resolved the traffic.

    Temporary solution to a permanent problem. What we need is either to widen the roads or to lessen the volume of vehicles on the streets. Some things that I noticed

    1.) Taxis are increasing at a very rapid rate. Taxi business is very profitable kay taas ang rates so daghan gyud ang magnegosyo ug taxi.

    2.) Crappy PUJs. Daghan kaayo PUJs nga karaan na kaayo ug pwerteng hinaya managan.

    3.) Undisciplined drivers, both public and private. Maski asa hunong, pataka ug parking, pataka ug overtake

    4.) Two wheeled vehicles. Kaning mga motor ug bikes samok kaayo sa dalan. And in some cases, they can even cause accidents. Murag kinsa magpadagan ug madisgrasya, dayun ug paluoy2. Bikes at the middle of the fast lane? Walay helmet? CITOM, TEAM, ug ubang enforcers, seriously, tugtan lang ninyo ingon ani ang mga bike?

    There are a lot of things that we can do to ease traffic. Too bad ang atong mga politiko kay adto gyud sa solution nga manginahanglan ug kwarta. And we know why..

    ^^ I think there should be new rules on motorbikes using the roads. They really do mess up the traffic.

    I do agree that the leaders should commission experts and urban planners to work on doing something about our roadways.

    What else can I say. The daughter probably 'experienced' the 'growth' from the previous three flyovers of the father and wants to build two more sooner than later.

    I'll go for both functional and aesthethics. We always admire countries that has a nice streetscape. I've been to phuket recently and even if the environment looks much more likely sa atua sa cebu, but man,,their streetscape is so wide and they even put a center island,,probably 2 meters width and put a landscape on it...If we won't start making our streets look beautiful,,nus-a pa man kaha?...cge na lang tah suggest ani? Kutob nalang ta admire sa ubang nasud? And by the way,,,we are not that discipline enough..

    Greetings from Cebu City!

    I am writing you today to request DPWH to do something that would be a big impact on Cebu City’s future and its people:
    I would like to request that no additional 2-lane Flyovers be constructed in the City of Cebu until after a Transportation Master Plan shall have been completed and alternative solutions to the current horrendous traffic problem in the city are thoroughly studied.

    Please allow me to formalize this request through this Resolution:

    A RESOLUTION TO DPWH SECRETARY ROGELIO L. SINGSON
    FROM THE BANILAD-TALAMBAN TRAFFIC FORCE – CEBU CITY

    WHEREAS, it has been announced in The Freeman, a local Cebu Daily (entitled: “DPWH earmarks P400M for 2 flyovers”) that two 2-lane flyovers in a 4-lane cross intersection will be constructed in 2011 with a budget of 400 million pesos and confirmed by DPWH in a meeting with Cebu City Mayor Michael Rama recently, namely: Cor. MJ Cuenco and General Maxilom Avenues and Cor. Gorordo and Arch. Reyes Avenues.

    WHEREAS, we learned during the meeting that DPWH made no alternative studies, traffic analysis and engineering calculations to arrive at a decision to implement these two flyovers to solve specific traffic-prone intersections of Metro Cebu.

    WHEREAS, Engineering is defined as “the application of scientific and mathematical principles to practical ends such as the design, manufacture, and operation of efficient and economical structures, machines, processes and systems”.

    WHEREAS, the act of DPWH not seeking alternative solutions that may be more efficient and economical than flyovers, particularly the major projects, is a violation of the standard practices of engineering.

    WHEREAS, several traffic/transportation engineering experts have made extensive engineering analysis aided with sophisticated traffic engineering software to prove that there are numerous other cost effective alternative solutions to the proposed DPWH flyovers such as a combination of widening of existing roads and alternate routes, flaring of intersections, pocket lanes and sidewalk improvements.

    WHEREAS, these studies have been validated through technical presentations in various for a by peers in the industry including the Philippine Institute of Civil Engineers and the Transportation Science Society of the Philippines and the United Architects of the Philippines.

    WHEREAS, these studies which have been provided to government infrastructure agencies and LGUs have never been disputed by these agencies or even any government or private sector engineer since they were presented in 2007.

    WHEREAS, a simple count of traffic capacity of well-designed and very cheap on-grade intersections in Metro Cebu proves that they have a higher capacity than any of the 6 existing 2-lane flyovers in Metro Cebu.

    WHEREAS, no person so far have come forward to show that there exists a 2-lane flyover on a 4-lane cross intersection anywhere in the world outside Philippines which could be easily confirmed in a Google Earth shot proves that all over the world, alternative solutions are employed.

    WHEREAS, we recently learned that six (6) more 2-lane flyovers are being planned in Cebu City at a cost of P1.3 billion to the detriment of cheaper and effective alternative solutions.

    WHEREAS, the economic costs of the horrendous traffic in Metro Cebu in the billions of Pesos every year due to fuel or maintenance costs, lost time/productivity, tourism/investment opportunities, economic stagnation in traffic chocked areas, not to mention flared tempers from an angry and frustrated public.

    WHEREAS, the First Transportation Master Plan in Metro Cebu was made in 1978 yet or 33 years ago. Clearly, a Second Transportation Master Plan is now long overdue.

    WHEREAS, a tiny fraction of the billions of pesos already spent on flyovers, say 40M, can be wisely spent on a second transportation master plan that can guide Cebu’s transportation, road and drainage infrastructure needs for the next 20 years which is most crucial to its economic development.

    WHEREAS, the present Administration of President Aquino has made a commitment to correct the mistakes of past administrations and to spend the taxpayer’s money wisely.

    FOR AND BEHALF OF THE BAN-TAL TRAFFIC TASK FORCE:
