Monitor quality vary from model to model. One LCD could be the best one minute and another the next.

I would certainly buy LCDs from manufacturers who develop their own LCD technology instead of using another company's technology. Off the top of my head, I believe Samsung, NEC, Sharp and perhaps others do as well.

If you are coming from standard TV, 720p is fine. I've been using HD for a while, so I hate watching on anything other than 1920x1200(1080p). If you plan on watching lots of HD movies either via Blu-Ray/HD-DVD or HD cable/satellite, I'd say go straight to 1080p.
