In the DC universe, it would have to be Ra's al Ghul but after re-reading Batman: The Killing Joke and watching the latest Batman movie I'm now torn between choosing him and The Joker.
In the Marvel universe, it would have to be Magneto hands down.
Both villains (except The Joker) have more or less the same issues with mankind only the former's more ecological and geocentric while the latter's even more fanatical than a Muslim terrorist. :o
