    For me, any bonus given by government to any of its employees, from President to the metro aide is considered corruption. It is not the value or amount of peso that is questionable but it is the way it is redistributed without the consent of the tax payers. At what amount is it considered corruption and what amount is it not? I don't think anyone of us can exactly draw that line.

    Any savings the government have is the savings of the tax payer and should never be redistributed as gifts to government employees. Savings should help reduce the burden of tax payers, not for the enjoyment of the few. Enrile is no different from any other politician so is Miriam. This is a case of a corrupt official accusing another official of corruption when the opportunity to do so arrives.

    13th month pay doesn't apply to Government employees from top to bottom?

    Oh wait, it was not mentioned in the law that giving 13th month pay or xmas bonus by those employers not covered in the law is prohibited. Okay I guess lusot ra japon. Revisions should be made!

    The senate is a billionaires club with lifetime membership and taxpayers pay all the expenses. Don't expect these creatures to do anything that's not in their own best interest. If you want change you're going to have to demand it.
