I totally agree with this. 3 years ago I bought a new Mitsubishi lancer, 3 days after we went for a drive in dumaguete unfortunately this lady on the phone didn't realize that she run over my car and worst it was like I was towed by her except I was infront of her to avoid further damage to my car I tried avoiding her by pulling over on the side of the road ( I was trying to be considerate to the other drivers and to avoid causing traffic and this is how Aussies do it.) but then I was told it was a terrible mistake, I shouldn't have done it because it's different in phil and this is how they conduct there investigation. To cut it short, I was still lucky because some locals testified that it was that lady on the other car's fault which btw she told them a different story and just full of lies. In her statement I was driving like a lunatic which by the way have I mentioned we were driving in the city proper the most you can do is 40kph! And I had two trycicles infront of me which luckily they testified and confirmed my side of the story
