    This is not an issue about money. Though it's true nga mas daghan ug kwarta ang Japan kaysa Philippines, it's not really the money or technology that counts in this one but rather kung unsa ang priorities sa mga Japanese. Japanese uphold honor unlike diri sa Philippines nga kung walay padangog or kung walay election, dili motrabaho. Everybody has vested interests here in the Philippines (majority of it actually). Proof? Just imagine the roads. 10 meters trabahoon then the next 10 kay sunod election na pud trabahoon. If Philippines will be hit by an earthquake as bad as the one that hit Japan, I don't think that we could recover in months. It will take years or even decades para makabarog balik ang Philippines.

    We all should learn from the Japanese.

    Japan is the world's third largest economy, just slightly behind China. They have a massive, well-developed technological and industrial base, so getting the funds, expertise, manpower, construction materials and equipment on short notice is a no brainer for them. So comparing our country to theirs is rather moot.

    Socio-culturally, they are one of the most ethnically homogenous societies in the world (98.5% of Japan's population identify themselves as "Japanese"). Their isolated geography served them well; it was spared from most of the disruptive ethnic and colonial invasions their Asian neighbors endured for thousands of years. The Mongols tried to invade them, but failed ignominiously. But they did not get to where they are without going through intense internal strife. For thousands of years, Japan was a feudal society. Being poor in natural resources, the clans fought for what little arable (but very fertile) land the Japanese islands had. Their country therefore was a "test-tube" of Darwin's theory of evolution; because of the intense rivalries among clans, the weak clans were weaned out, the strong clans survived and were able to control and unify the rest of the country. It promoted a culture of obedience/subservience to authority, and a strong sense of Japanese identity, albeit without the threat of inter-ethnic and religious strife. They now had a capable ruling elite, and a population willing to submit to the authority of the elite.

    When they were forced to open up by the Americans and Europeans during the mid-18th century, the Japanese saw that they could quickly be crushed and be assimilated by the Americo-European industrial military complex. So the Meiji restoration of 1868 took place, the country went from being an isolationist, feudal agricultural society, to a major industrial power in as little as 30 years. They beat the Chinese and the Russians in a series of wars at the opening of the 20th century using European tactics and technology. After World War I (where they sided with the Allies), the Great Depression, dwindling natural resources plus a growing population, Japan's ruling elite had little choice but to expand its influence. It annexed Korea in 1910, invaded Manchuria in 1931, and ultimately went to war with the US on 1941, when its access to raw materials was threatened.

    They were defeated and for the first time, a foreign occupation force set foot on Japanese soil. They suddenly went from being militaristic to adopting a pacifist stance, and focusing their energies on re-energizing the economy. And that leads us to today.

    Japan is an earthquake society; I'm not just referring to literal earthquakes, but to socio-economic earthquakes too. They are able to execute policy shifts when the need arises; policy shifts that would tear other countries apart in seconds.

    So ultimately, if you look at history, having a highway fixed in 6 days in Japan is not something to be amazed of. It is to be expected.

    The Philippines? Ah, another story...

    Diri sa amoa, nag semento sa kalsado na murag 50 meters ra gisugdan february, nahuman august na. Ang mga trabahador, puerteng daghana, gamay lang 20 kabuok. moabot alas 10, manglupad na alas 3. Ang agi dako na 2 ft/day. puerte usika ang bayad aning mga tawhana kay manglingkod lang mga ukoy.
