regarding this question, YES!!! you must comply the compliant amount, lets say, you registered the bronze package, you must self load or consume worth 500 of load fund so that you can get your 1% commission..

if dili ka kaabot sa compliant amount w/n the month, sayang kaau kay dili ka kadawat commission and it can't be counted for the next month... so meaning every month, magstart jud sa ZERO ato giconsume nga load fund...

there will be no accumulation of consumed load fund every month.....
