The case of Enrile’s disappearing cellphone load however has opened the floodgates to related complaints from other senators.
Sen. Joker Arroyo said telcos charge per minute of calls even though the law says every six seconds.
Sen. Francis “Chiz” Escudero meanwhile complained of frequent dropped calls as a result of overloaded cellsites.
Sen. Richard Gordon, for his part, cited unsolicited or spam messages such as ringtones.
“You are enrolled in this ringtone provider and then they can charge every time they ring the tone lalalala. Every lalala your load is charged,” said Enrile.
Enrile said that as of end-2008, an estimated 68 million Filipinos have cellular phones. 97 percent of them or close to 66 million use prepaid service making the problem of vanishing credits a multi-million peso racket, rued Enrile.
The senators said it will look into complaints against services of telcos.
“Punish, if necessary people responsible for this dastardly game of robbing people of their money,” said Enrile.

MANILA, Philippines—Telecommunications executives and concerned government officials have been summoned by the Senate to shed light on the so-called "disappearing e-load" scam that allegedly victimizes millions of Filipinos, including Senate President Juan Ponce-Enrile.
Invited at the hearing of the Senate committee on trade and commerce on Tuesday were representatives from Globe Telecoms, Smart Communications Inc., and Digitel Mobile Philippines Inc. (Sun Cellular), Transportation Secretary Leandro Mendoza, Trade Secretary Peter Favila, Justice Secretary Raul Gonzalez, and National Telecommunications Commission Chairman Ruel Canobas.
“Susuriin nating mabuti kung paanong pinangangalagaan ng pamahalaan ang interes ng mga mobile phone users (We will carefully analyze how the government safeguards the interest of mobile phone users),” said Senator Manuel Roxas, chairman of the committee.
“Kailangan din nating silipin kung sumusunod nga sa patakaran ng pamahalaan itong mga telcos na ito at kung totoo ang mga reklamo na inaabuso nila ang milyon-milyong subscribers ng mga pre-paid plans (We also need to look into the telecommunication companies, if they follow the guidelines of the government and if the complaint is true that they abuse millions of their pre-paid plan subscribers),” he said.
The Senate inquiry was prompted by Enrile's privilege speech about the pre-paid call credits loaded into his mobile phone that "disappeared."
As of December 2007, Roxas noted that the three giant telecommunications companies earned total gross revenues of P149.5 billion in 2007 from their estimated 57 million subscribers.
Quoting industry players, the senator noted that the current volume of text messages reaches 2 billion a day or 16,200 text messages per second.

At least, some of our senators are still doing something worthy of public interest. I suppose that most of us have been complaining with these unreasonable expenses on our credit loads. Somehow, the telecommunication companies could not get away with their too many promos to the extent that we are at the losing end.
I hope that this issue will not be another avenue of some senators to gain publicity. In as much as they are not doing anything on it for quite some time now, it is only proper that they leave this issue out of their usual campaign strategy. After all, investigations at Senate are supposed to be in aid of legislation, not reelection.
Umm... shouldnt this fall under the DOTC? Unsa may labot ni Enrile ani? I can understand shedding light on the problem pero murag this is out of his jurisdiction na.
