"Rama orders 2 probes on motorist’s mauling"
ACTING Cebu City Mayor Michael Rama yesterday promised to have the alleged mauling of a motorist by a One Stop Towing Services employee looked into.
The investigation, he said, will include the City Traffic Operations Management (Citom) enforcer who reportedly did not do anything to stop the attack.
Rama also said he is meeting Acting Vice Mayor Hilario Davide III and city councilors to come up with guidelines on the implementation of the towing ordinance, saying so many concerns have been raised before his office.
“Dugay na ni nato gi-set nga meeting, naabtan lang ba aning hitabo-a (We set the meeting long ago, but were overtaken by this incident),” he said.
A motorcycle driver who failed to wear a helmet or stop when flagged down was allegedly mauled around 1:30 a.m. the other day by an employee of One Stop. The City deputized the company to provide towing services for Citom, along with Road Warrior Towing Services.
Not service
Prior to the incident, Tinago Barangay Councilor Joel Garganera, a well-known member of the opposition, also tangled with a One Stop towing team, which accused him of “stealing” the memory card of a digital camera.
Garganera had said the allegation was false and made only after he confronted the towing team for immediately hauling away a vehicle without looking for the owner through a public address system. This procedure is required in the rules and regulations crafted for the enforcement of City Ordinance 2054.
Another One Stop towing team also figured in a confrontation with a policeman, who was accused of firing his gun after complaining about the manner in which his vehicle was towed.
In an interview yesterday, Garganera said what happened to 32-year-old Freddie Teopez, a water refilling service firm employee, showed the towing ordinance is being implemented with profit as the main motivation, instead of public service.

He said that the public must act now, after he did his part in questioning the agreement between the City and two towing companies. He addressed his questions to the Commission on Audit (COA).
“It is about time we put them in their proper place,” he said, emphasizing the “arrogance” of the towing personnel, who are not government employees.
Teopez was allegedly mauled around 1:30 a.m. the other day by a certain Glencel Arnaiz, an employee of One Stop. Teopez’s mistake was not stopping his scooter when chased because he was not wearing a helmet.
A One Stop tow truck allegedly rammed the scooter, causing injuries on Teopez, who was then allegedly punched, kicked and slapped with a traffic receipt by Arnaiz.
Rama said he has tasked in-house ombudsman Orlando Secretario and Citom Executive Officer Arnel Tancinco to immediately look into the incident.
He also asked Cebu City Police Office Traffic Division Chief Mariano Batiancela to find out what happened so he (Rama) will have the “overall picture.”
On his meeting with Davide and the city councilors, Rama said it is needed so they can respond to the concerns his office received on the way the towing ordinance was implemented.
Quarrel
When he returned to Cebu City after his chemotherapy sessions in the United States last March, Mayor Tomas Osmeña blamed Rama for the “95-percent drop” in traffic fines collected in recent months.
While acting mayor, Rama, following the guidelines for Ordinance 2054, ordered that One Stop and Road Warriors should come out only when requested by traffic enforcers who discover illegally parked vehicles.
Rama also instructed that the drivers should first be given the chance to correct their mistake through a public address system.
Osmeña overturned Rama’s instructions and told the companies to again start prowling the streets and tow away illegally-parked vehicles on sight.
“I want a clear position on this. Apan dili lang kay ako, lakip na ang mga konsehal, kay maingon unya nga ako ra’y interesado (But the councilors should also speak up),” Rama told Sun.Star yesterday.
He said he is sure the other city officials also have their own stories to tell about the towing companies.
Trigger
Garganera said what happened to Teopez could open a “Pandora’s box” of injustices perpetrated by the towing companies against motorists.
Garganera said that what happened to Teopez was a “blatant display of arrogance”.
“Is it part of their job description to arrest (violators) or issue receipts?” he asked.
He warned that what happened to Teopez will gain public sympathy, particularly from concerned motorists who may also become “victims of abuses” of the towing companies.
He also alleged that he spoke with several traffic enforcers and policemen and was told that most of these towing companies’ personnel are arrogant and high-handed.
“There is a problem within the Citom hierarchy, since ang tig-tow naman ang nanghawod (it seemed the towing company personnel are the ones calling the shots),” Garganera said.

Mas daku man diay ug bahin sa multa ang kanang mga towing companies kaysa siyudad. Unsa na gud diay ni! Kinsa man ang mga incorporators aning mga companyaha ? Pila may ilang hatag kang Tomas? Wala man diay ni moagi ug bidding. OMBUDSMAN please....
Apparently, Traffic nowadays is a very lucrative business. It is no longer about enforcing and exercising police powers but milking the public. I hope the employer of Teopez and Teopez himself would sue the CITOM agents, the Cebu City Government and the tow truck operator too!
They can call for a people power rally against CITOM. I'll be there to support them.

Ang naka apan lang sad ni Arnaiz, nagpa ka aron-ingnon man sad siya. Nya kadto pud mga Violators na sila si Teopez ug Cañete, ni padaplin nalang sad unta to. Wala nalang nagpa badlong aron dili ma abot sa ingon ani na sitwasyon.
