i don't think it's anybody's fault. i've been to St. Bernard, Cabali-an, Hinunangan, Hinundayan areas about 6-8 years ago on a monthly basis for 5 yrs when the company I was connected with assigned me in the Leyte-Samar areas. as far as soil type in Leyte (i'm no expert here) i have observed a lot of roads getting covered by landslides specially those near roadsides/highways going to Agas-Agas (road leading to Sogod/Liloan from Tacloban. i still remember going to a much longer route (via Baybay) whenever that stretch of road gets blocked by boulders and mud during rainy seasons. and the same goes with that stretch of road from corner Liloan to Hinunangan. if you're familiar with those roads i mentioned earlier then you would know what i mean. each time we (sales rep) stay for the night in those areas we talk about everything (over bottles of beer of course) including the illegal logging of years past. but none of those happened in that part of Leyte. it was mostly in the mountains of Baybay and Ormoc. one of the drivers of my friend (sales rep) worked for the illegal logger (a prominent clan in Ormoc) who told us about his experience and the areas where they operate.
it's sad to hear about these tragedies happening in our country. and to think that it was mostly kids who died makes me sick to my stomach. what makes it worse is the finger pointing, blame game and the like instead of uniting and finding ways to prevent these kinds of tragedies from happening again. we Filipinos surely know where to exert our efforts.. tsk tsk.. when will we ever learn?
