Link with relevance. I've seen PR4 sites going down to PR0 because they are linking to unrelated site(maybe link selling). E.g. Electronic sites linking to ****** sites.

In the worst case scenario, Google will blacklist you and puts you in the supplemental index of hell without a ticket to come back.

Blogroll is just another term for Links, Sponsors, Partners, Related Sites, Directory, etc. As long as its an outgoing url its a link no matter what its called. But if you don't care much about SEO then its ok.
