    Salamat!
its normal for the casing of a CPU to have slight grounds but if you say that the voltmeter really kicked out, then its dangerous because this current may go back and damaged your system specially the parts of the PCBs of your hardwares, somewhat like shorted circuit. i remember once last year that the capacitors of one mobo here bulged out, and i find out that there is a quite heavy current/ground coming out from the casing of the cpu which i didnt notice right away. wala dyud nako mabantayi to dayon mao na guba dyud ang mobo =( i should have grounded it to save, or seek the cause of the quite heavy current coming out, but i failed to know it before it took off.

matud ra. hehe. even when the cpu box is well grounded to the ground, still one can be shocked off in touching it if he/she is barefootedly touched to the ground.

ako gani diri, makalimot ko usahay mga makahikap ko sa switch button sa ako labtec speaker nga nagtiniil kay korentehan gani pod ko bisag plastic pa ang switch.hehe, makawakli og kamot.

correction lang... PLASTIC's cant conduct electricity. if it luks like a plastic where it can electrocute you THEN its not a plastic.. or naka touch ka somewhere nga dili plastic basin nasabud ka sa system chassis o unsa... ^_^
