Capitol won’t push through with SRP bid if CH issues permits for dev’t projects (Sun Star)

Conditions set for CH to revisit Ciudad project

"""Yesterday though, Capitol consultant Rory Jon Sepulveda clarified there is no counter-offer from the Capitol to withdraw its plan to purchase South Road Properties (SRP) lots in exchange for a development permit from City Hall.

“To be fair with Gov. Gwendolyn Garcia and to me, we haven’t talked about it yet. That was only my personal opinion. But I only said that if City Hall will issue a development permit, then I will recommend to the governor to withdraw the plan investment at SRP”, Sepulveda said.

Sepulveda said that he made it clear, even to Acting Mayor Rama who was present when he said it, that Capitol is determined to invest at SRP and they are waiting for the appraisal of the 10-hectare SRP lot by the committee which they’ve created.

He said that Rama himself can attest to the fact that he did not say that Capitol has a counter-offer.
“I did not say that we will withdraw our investment plan once a permit is issued. I only said that I will recommend to the governor to withdraw the plan if a permit is issued,” Sepulveda said.

However, Sepulveda said, that when somebody asked him what will they do if City Hall decides to grant them development permit, he answered that he may recommend to the governor to withdraw the investment plan on SRP and focus on developing capitol properties within Cebu City.

But for Mayor-on-leave Tomas Osmeña, Sepulveda’s statements were a confirmation of malice in their “threat” to challenge FLI’s unsolicited proposal.
“The Province finally confirms malice in their ‘threat’ go get into the SRP by challenging FLI: just give them clearance for Ciudad. My answer is an automatic ‘NO’,” he said in a text message sent from Houston, Texas yesterday.

“If they can offer a better deal than Filinvest, why should I stop this or any challenge? The people would only think that I have a ‘secret deal’, to quote the governor. Let the proposed FLI joint venture undergo scrutiny and challenge by the media, the Provincial Government and all our enemies and interested parties,” Osmeña continued.

He further said that he wants to prove to his constituents “that I never betrayed the trust they gave to me. And in the end, when it becomes clear that I made the best deal for Cebu, I will again ask my constituents to fully support this project and welcome Filinvest as a worthy partner in making our city competitive against the rest of the world.” """
