    Filinvest to pour P80B at the SRP

    The Cebu City Government yesterday received a formal offer for a multi-billion peso investment in the South Road Properties by Filinvest Land Incorporated (FLI).

    The company has offered to develop 50 hectares of the reclaimed property to put up buildings, and other establishments.

    The company is offering to buy 10 hectares at P2 billion and has proposed a joint-project scheme with the city for the remaining 40 hectares that it proposes to also utilize.

    Officials of FLI met with Cebu City Mayor Tomas Osmeña and members of the city council last night at Casino Español to announce the unsolicited offer.

    Osmeña said that this is still an initial offer and the city will still wait for other interested bidders.

    FLI Vice President for Visayas and Mindanao Projects Tristan Las Marias said that they plan to put up hotels, condominiums, a corporate headquarters and hospitals in the 50 hectares they are proposing to develop.

    He said that they have already expressed intention of investing at SRP four years ago, but it the process was quite long as the city was still studying what to do about it.

    The city government is particular on the types of businesses that would be established at the SRP. There are certain types of businesses like heavy factories, gambling establishments and motels that are not welcome in the area.

    Las Marias said that if their proposal will be approved, the project will be done in phases.

    They are planning to put up five to eight buildings once they get the nod of the city.

    He said that they are targeting the international market for the project that is estimated to cost at least P80 billion.

    Joel Mari Yu, managing director of the Cebu Investment and Promotions Center (CIPC), said that joint ventures can be done according to the guidelines of the National Economic Development Authority (NEDA).

    NEDA’s guidelines on joint ventures, implemented through Executive Order 423 last May, covers government-owned and controlled corporations, government corporate entities, government financial institutions and state colleges and universities.

    Local government units are not covered by the guidelines, but the city will pattern a possible joint-venture agreement with those that are already being done.

    Through a joint venture, the city can earn more from the SRP than through the sale of lots.

    Osmeña said that he has received many offers from other investors for the SRP, but these have been very casual.

    “I want something serious that will warrant the deliberation of the city council,” he said.

    Osmeña explained that if the city agrees with the terms and conditions of the proposal, they will be inviting the public to challenge the proposal of the original proponent.

    “The challenger will be asked to come up with another proposal to match that of the original proponent and the city will also ask the original proponent if they can match the challenger too. Whoever comes up with a superior proposal, that proponent will win,” he said.

    FLI is one of the largest real estate companies in the Philippines.

    It is a publicly listed, full-range residential developer that has transformed over 1,800 hectares of raw land in the last 40 years, into homes for over 100,000 satisfied Filipino families.

    With this development Tinago Barangay Councilman Joel Garganera, a staunch critic of Osmeña who said that he would resign from his post if the city would be able to sell a portion of the SRP before the year ends, might have to start packing up.

    Earlier Garganera has dared Osmeña to resign from office if the city could not sell any portion of the SRP to investors within this year while also assuring that he will be resigning from his post if the city will sell a huge chunk of the SRP. –(/NLQ)

    Default Capitol Going to Invest in SRP?

    Are they serious about this? Or panggalawgaw ra ne sa mga Garcia? After criticizing Cebu City nga dako ug utang tungod sa SRP, now they are interested in investing. Why not invest there 17 billion nga kuwarta sa province para madecongest ang city. Daghan man kaha ug kuwarta ang Capitol adto unta nila gastuhon sa province. WTF are they thinking? Or gusto lang magpasikat si tita Gwen?

    just wondering after all there criticism they announced that they are going to invest in SRP and challenged FilInvest in there bid to develop some parts of SRP. you think gusto sa Capitol mutabang sa Cebu City?

    hala, makatandog kaha ning capitol sa filinvest? datu lagi sila pero mas datu man ang filinvest..hehe ako pa nila, adto nalang sila mag invest sa talisay kay daghan tao didto, pwede sila magbutang ug mall ba ron unya taparan ug bag-ong south bus terminal kay trappik kaayo diha sa emall dapit na..hehe

    Samok-samok ra na sa mga Garcias oi kay maski saun di sila kalupig ni Mayor Tom.Lawgaw ra na ila para di modayon ang FLI.Naa na silay devious reason nganong interested na sila karon sa SRP. Nganong karon pa man sad kuno na sila na interest ug invest sa SRP? No way!No how! No GARCIAS!
