    Ambassador Marciano Paynor Jr., the chairman of the 12th ASEAN Summit National Organizing Committee, said the Cebu International Convention Center will "really be used" for the said international gathering.

    Amid fears of some sectors that the said infrastructure project may not be used for its intended purpose, which is as venue for the upcoming ASEAN Summit this December, Paynor has given his re-assurance during his onsite inspection of the said facility yesterday afternoon.

    In fact, he said they would try as much as possible that the documents that will be forged during the said international event will be done at CICC.

    "The signing of the charter, all the documents that need to be signed, we'll try to do it here," he told reporters yesterday.

    As to reports that the only facility that will be used for the summit is the international media center, Paynor explained the foreign journalists are their principal clients from the very beginning when the construction of CICC was conceptualized.

    Secondly, the CICC has been planned as meeting place for summit delegates - be it for the meetings of senior officials, prime ministers, or of the heads of states.

    Yet, Paynor pointed out all of the events in relation to the said international gathering are very fluid so that they have yet to finalize as to where a particular event will be held.

    "All of these are dynamics. In fact up to last week, the number of events continue to grow so we are now doing all of the adjustments and then at the end of the week, or within a week or so, we will be able to say where a particular event will be held," he said.

    And although the ASEAN Summit organizing committee cannot be very specific about the details of the events, Paynor said one thing that is certain is that "definitely the meetings will be held here (CICC)."

    When asked for his assessment on the progress of CICC construction, Paynor said, "There's been tremendous progress I must say in spite of the delays that we've experienced because, like what I've already said before, many of our delays here were not caused because of local issues." - Cristina C.     The reports quoted PNP Deputy Director-General Avelino Razon as saying some of the foreign delegations “expressed concern that the convention center will not be finished.”

    What he actually meant, the police general said, was that some meetings will be held at the Shangri-la Mactan Island Resort, while some will be held at the CICC...

    According to reports circulated by the wire agencies Associated Press and Agence France Presse (AFP), the summit on Dec. 10 to 13 will be held in the Shangri-la, instead of the CICC in Mandaue City.

    ASEAN Summit organizers refute reported jackup in hotel rates for foreign media

    Cebu City (14 November) -- The National Organizing Committee (NOC) for the 12th Asean Summit refuted a magazine report that the International Press Center (IPC) has been charging exorbitant hotel rates for foreign journalists that will cover the international event in Cebu next month.

    Milton Alingod, NOC assistant secretary general for media said "our job is only to act as go-between the members of the foreign media and the hotels in Cebu City so that they can be assured of accommodations during the summit."

    The IPC is in-charge of the hotel bookings for the foreign media coming to Cebu for the summit. Some 3,000 foreign and local journalists are expected to cover the three-day summit from December 11-13.

    However, a published article in Newsbreak magazine for their November 20 issue alleged that organizers are making extra money from foreign journalists by charging excessive hotel rates. The article reported that published hotel rates in Cebu is US$60 yet the IPC under the Office of the Press Secretary asked foreign media to pay US$200 to $250 a night 'for an average hotel."

    In the same news article, foreign journalists were told by hotels to go through the IPC in making reservations, instead of going directly to each establishment. The article was picked up by a local daily.

    Alingod said the different hotels and lodging houses in Cebu have different rates depending on the amenities and facilities that they offer and the IPC merely informs the foreign journalists about the rates.

    "It is up to the foreign journalists to choose which hotel they would like to be billeted," according to Alingod.

    Alingod added that because of the limited number of hotel rooms available, the IPC deemed it necessary to make the reservations for the foreign media once they agree to the rates.

    There are nine identified media hotels. These are Club Ultima, Crown Suites, Rajah Park, Cebu Midtown Hotel, Cebu Grand Hotel and Montebello in Cebu City and Crown Regency, Costabella and Tambuli Beach Resort in Mactan, Lapulapu City.

    Sen. Pangilinan sees 12th ASEAN Summit as vehicle for country’s stability and peace

    Tacloban City, Leyte (15 November) -- Senator Francis "Kiko" Pangilinan sees the 12th ASEAN (Association of Southeast Asian Nations) to be held on December 10-14, 2006 in Cebu City as a good vehicle to push for our country’s stability and regional peace.

    During the Harampang Ha PIA press conference held at the VIP Lounge of Tacloban City DZR airport, Sen. Pangilinan expresses that the uncertainty and political instability in Asia brought about by the recent nuclear arm proliferation problem in North Korea will greatly affect the economy of the country and neighboring countries.

    Pangilinan said it likewise will affect the employment problem of the Philippines since most of the Filipino overseas contract workers are being employed in Japan, China, Korea and other Asian countries. ASEAN summit, which comprises 16 head of state, according to him can sit down together and act as mediator to solve the threat and danger which will be brought about by nuclear arm proliferation.

    The welfare of our Filipino overseas contract workers in Korea and neighboring Asian countries is a concern of our government, he further said, we should support President GMA call for the ASEAN to take up its greater role in pursuing the fast tracking of the six parties talk between the countries of Russia, China, North Korea, South Korea and the United States of America since we are right beside East Asia, North East Asia we’re in South East Asia.

    Reports spiked: Convention center stays as Asean site


    CEBU CITY -- On the eve of its construction deadline, foreign news wire reports said that organizers have decided not to use the Cebu International Convention Center (CICC) for next month's Southeast Asian leaders' summit.

    The reports quoted PNP Deputy Director-General Avelino Razon as saying some of the foreign delegations "expressed concern that the convention center will not be finished."

    But when sought for clarification, Razon told Sun.Star by phone that he was misquoted in the wire reports.

    What he actually meant, the police general said, was that some meetings will be held at the Shangri-la Mactan Island Resort, while some will be held at the CICC.


    In a separate interview, Capitol consultant Pablo John Garcia said that Ambassador Marciano Paynor, head of the National Organizing Committee, did not mention anything about the supposed decision as of Tuesday.

    The Provincial Government is paying for the P450-million CICC, which was designed to host some ceremonies and meetings of the Association of Southeast Asian Nations (Asean) as its maiden event. Organizers have previously explained, however, that the leaders' summit will be at the Shangri-la in Mactan.

    After hearing about the news from the wire agencies, Capitol officials immediately tried to get in touch with Paynor.

    The ambassador, however, could not take the call because he was presiding over a meeting to plot the route of the delegates from their hotels to the CICC.

    Garcia commented that if the switch were true, it would be impossible for the Cebu Organizing Committee not to be informed about the decision.

    Paynor, when he joined Garcia last Monday to inspect the CICC, told reporters that the center will be used for some Asean activities.

    Sus tolstoi, grabe jud ang gubot sa pikas forum about atung distorted nga news report gahapon.. Hehehe.. Aw kibaw naka sa reaction sa taga North.

    It's good that everything is clear now. Razon was misquoted after all which was why I found it impossible for him to make such pronouncements given the fact that he's not a member of the National Organizing Committee.
