want people to prefer local shows? Make better shows. A lot of the Filipino writing when it comes to these shows come down to one lazy formula. It's the same thing recycled, recasted and repackaged. No amount of lawmaking is going to make our entertainment industry competitive to the Koreans or Japanese or whatever.
The Filipino entertainment industry wants to keep relevancy without doing any work and relying on the government to eliminate their competition so everyone will have to watch their **** in the primetime hours, ang resulta, mu samot ug bati ang quality sa atong mga salida. Increase in quality is the product of competition, don't let anyone fool you into thinking otherwise. And also, I can remember, it wasn't too long ago when there were plenty of Filipino movies/shows that are worth the time to watch, so I don't agree with resorting to laws just so people will have to be subjected to watch our own-made shows. Heck, not to long ago Filipino-shows dominated in other countries' TV ratings, as far as countries in Africa. Kaya ra lage na, without laws.

Korean dramas are shown very late in the evening, right after all of the teleseryes have aired. Lito wa ga research.
It's not like Koreanovela's aren't the same as Philippines' telenovela either. If you're worried about seeing the same actors doing the same type of roles on ABS-CBN and/or GMA then it's not that hard to subscribe for a cable. The Bill only proposed to prohibit foreign-produced shows on primetimes. Currently, only GMA has a Koreanovela on primetime which is at 10:15 PM while ABS-CBN has a Koreanovela but it's not under on primetime schedule. It's not that a big deal when this Bill becomes a law since primetimes slots aren't full of foreign-produced shows on both major TV stations there.
If you don't like this law because of the storylines and genre are just the same, boycott them. Stop tuning in to their TV stations. Block the channel on your TV. It's as simple as that.
I think you are more concerned on the same actors portraying the same roles in every other new TV series there. Same goes for writers, they are employed by TV station themselves. In the US, anyone can just pitch for a TV show to every TV station and that's why the competition is really difficult. I'm currently in the Film/TV production industry, it's really hard for someone to pitch for a TV show. Every TV stations asks for a completely-produced pilot episode instead of traditional scripts. Therefore the writer has to have his/her own production team, spend their own money to produce a pilot. If you are just started in the business and have no significant budget, then it would be difficult for you to hire good (and known) actors, directors, and crew. That's why newbie writers has to rely on film school students and aspiring actors to produce a pilot episode. This way, not only new writers can get their foot on the door, also actors and other crews. See how it's different compared in the Philippines? As long as Anne Curtis, Jericho, Joel Lamangan, and etc are still employed to a TV station, good luck finding a job and competing with them.
