The old school of logic in TRAFFIC MANAGEMENT consist of the 4 basic areas:
1. EDUCATION - this starts from our elementary days when most of us are not yet driver's or even vehicle owners. This lessons starts from Discipline to obey traffic laws, Consciousness to SAFETY...remember..STOP, LOOK AND LISTEN?...Education later on includes foresight, hindsight and insight on progress and development, Education for new technology.
It is probably true that most VISIBLE violators of traffic laws, lack of courtesy, and accident prone are the Public Utility drivers, jeeps, buses and taxi....but, FOR ME, the number one ABUSIVE are the so called pedigreed people, the so called intelligent people. look at how the park in the mall slots occupying two parking slots? look at how they park in rich restaurants in lahug? look at how people in government positions park on jones avenue outside the police camp?
how many of us cross the street of SM to APM Mall even if the traffic light is green? how many of us do not use the pedestrian overpasses? how many of us do not use the pedestrian lane zebra walk?
2. ENGINEERING and ENHANCEMENT - This consist of road and traffic aids like street lamps, Signal/Stop lights, Road worthiness repairs and maintenance, road design like flared intersections etc., pedestrian lanes, overpasses, and flyovers and skyways.
Remember in the early 90's when Cebu boast of the most advance traffic lights in the world, the SCATS system, a network of sensors and computers buried in every intersection to determine the load and number of cars waiting..this was the time when computers were basic, there wasnt even such a thing as a PENTIUM then, now, these computers are obsolete. Now, we have to contend with digital traffic lights in Mandaue reclamation that make us wait for more than two minutes (175 seconds) from CDU intersection, only to stop again for another 175 seconds in the CICC intersection.
Remember how we are so sentimental when we protest against flyovers-but when we go for the other alternative which is road widening, we still protest because ma kuhaan ato property....ambot lang.
Have you noticed the basic difficulty in traffic flow? no.1...our roads must be smooth to ensure fast travel. no.2..our roads must not be obstructed with illegal parking. and kani ang no.3, wa pa gyud maka solbad ani... TURNING LEFT.
In every DIRECTION, ang makababag mao gyud ang mga sakyanan nga mo turn LEFT, either ang atong kasugat ug direction mo turn LEFT, or kita mo turn LEFT, have you guys notice this?hehehe
3. ENFORCEMENT Kani, is very difficult, probably because we are filipinos? sugot mo ana? This is not only a question of POLITICAL WILL, this goes all the way down when we are elementary, if only we do not violate, then there is no need to enforce anything, you know, we complain, our enforcers are after money, if we give them money, they close their eyes to our violation, in fairness, how many times have we tried to bribe enforcers when we get caught jaywalking or making an illegal turn or stop?
For me, there is no such thing as a corrupt enforcer, a bribing populace corrupted them.
Of course, granted na ang political will or lack of it, favoritism, etc.
4. ENVISION FOR EXPANSION.....- Serging Osmena had the foresight for the Reclamation Area, for the Mactan Bridge (or transfering the airport from Lahug to Mactan for that matter)
Before, we just think of the business district as IN DOWNTOWN, we cannot expand there, so we made UPTOWN, then it too got congested, so we expanded elsewhere....
Note, when big businesses like the malls and other supermarket/department store chains expanded in the towns and suburban barangays, these places where not ready for them in terms of traffic infrastructure...
look at how SM CONSOLACION and FOODARAMA created a terrible traffic there.
sorry for the long post guys...for me, the traffic situation is actually very dependent on how we are PINOYS...
Of course it is not all bad, it is even funny....example, Fuente Osmena Rotunda is one big puzzle to most foreigners, on how we filipinos seem to be able to enter it, circle it, and get out of it, inspite of our abusive ways- no signaling, crossing illegally,....I tell foreign guest....simple, we do it eye to eye....we look at the eyes of the drivers of the other vehicles....signalling our intent where to go..
Its just a puzzle, how we Pinoys obey traffic rules either as pedestrians or drivers when we are in a different country.
and by the way, I sell cars for the last 22 years....and probably, I have contributed to the traffic problem...
blame it on the PINOY character, to own a car maski walay garahe.....hala, palit awto parking sa karsada.
for 22 years I've been selling cars, I conclude that the philippines is not a poor country, dili gud ma bakante ang bulangan, ang casino etc.
Countries like Japan and Singapore are very strict in car ownership.....in those countries, the permit to OWN, BUY A CAR is as expensive as the car itself...and everyone is scheduled to buy a car....they cannot just go and buy at once.
But they compensate their populace with a SMOOTH AND MASSIVE MASS TRANSPORT SYSTEM.
yes, as a hindsight, to the detriment of my occupation, private car ownership is just too many. I observed in the past JEEP TRANSPORT STRIKE, traffic man gihapon.

Badlungon na PUV drivers plus mag park pa jud na private vehicles sa side sa road. 2 lanes na lang gani parkinga pa jud
LRT and Bus system badly needed. Do you know that there are more than 1,000 new vehicles nga ma rehistro every month? Wa pa ni labot sa truck ug motor ug surplus cars. Tanawa rong pasko, di na mag lihok mga sakyanan sa dalan.
Do you also know nga for an average small car, you spend p1.85 for every minute it runs on idle? Kung stop light 3 minutes, gasto na ka p5.55.
ang pinaka trapik nga part sa cebu city is gikan ayala going talamban, grabe kaayo na dira dapita.
Kun maghuna huna sila anang lisod pag badlong kay ma ala an nga anti poor then haflok sa sunod nga eleksyon, it means pure politics ra kaayo sila. Para nako in capable ra kaayo ang politiko nga maka think ana. Kay kun maayo lang mopasabot ang politiko, dili siya angay mahadlok kay anyway, kaayuhan man sa tanan on the long run ang padulngan ana bah.
