Yup. Exactly. HTC One has no 2100Mhz band. This is the only band supported by Smart yet as of this time.
However, HTC One mini has this band.

    I thought Smart has three frequencies - 850, 1800 and 2600? http://en.wikipedia.org/wiki/List_of_LTE_networks

Correct me if I am wrong.

Smart's LTE runs on 2100Mhz last August 2012, pero nahuli narin pala ako sa balita ngayon. Last September 2012, multi band na pala yong LTE nila which runs on 2100Mhz, on 1800Mhz and on 850Mhz. Pero may nabasa ako dito:
xda-developers - View Single Post - HTC One in the Philippines
that the two bands(850/1800 which are band 5/3, respectively) haven't deployed yet and I think they're still on the beta right now.

so far sa akua experience with Smart LTE was amazing. I have the pocket wifi na prepaid. Ang mga speed kay naa usually sa 15-22 Mbps and usahay kung maswertehan kay makatilaw ko sa 42 Mbps which is really fast, especially sa downloads.

I live in Urgello which is a LTE site. Hopefully, ma klaro sa Smart kung unsaon nila ila prepaid plans pero sa pagka karon, satisfied ko sa LTE
