i think sir you did not get the meaning of "out of region"
if the hdd is bought from other country (i.e. USA/japan) then your here in the Philippines, of course you will choose Philippines in the country list if you will check the warranty- then VOILA - "out of region"

of course you can opt to send to Singapore for RMA - but have you check how much is the cost from here to Singapore?
dhl, fedex, tnt, lbc - not to mentioned that maybe you have only 1pc. 160gb defective

and last, yes there is RMA here in the Philippines for WD - but a BIG SAD to say they dont cater the "out of region" hdd
