    About KABATAAN

KABATAAN Partylist is the largest youth party in the country that will represent the youth sector in the 2007 elections.

This will be the second time for the party to run in the partylist elections. In 2004, it was the sole youth party that participated in the elections under its previous name Ang Nagkakaisang Kabataan Para sa Sambayanan or Anak ng Bayan Youth Partylist.

Anak ng Bayan was among the top choices for partylist based on pre-election surveys (Pulse Asia, SWS). However, the partylist fell prey to massive vote shaving. A significant number of its votes were anomalously counted in favor of another partylist group. It was just 35,000 votes short of clinching one seat in the Lower House.

Despite being cheated of electoral victory, the party went on with its advocacies and continued to carry on with the partylist’s principles and general program of action.

Together with some of its founding organizations such as the National Union of Students, College Editors Guild, the League of Filipino Students, Student Christian Movement of the Philippines, Anakbayan and Kabataang Artisa para sa Tunay na Kalayaan (KARATULA), it vigorously campaigned for youth and students’ interests and demands concerning education and employment.

Kabataan partylist remains at the forefront of youth and students’ campaigns against unabated tuition and miscellaneous fee increases, for higher state subsidy for education, adequate jobs for new graduates, the defense and recognition of human rights and civil liberties which include consumer rights and the right to health, and the protection and conservation of national patrimony. It continues to give primacy to the promotion of holistic development and genuine youth empowerment through volunteer work, leadership and skills training and other activities that cater to the needs and interests of young Filipinos.

Drawing inspiration from great youth leaders and the first youth party in the Philippines, Young Philippines, KABATAAN Partylist is determined to place the first youth sectoral representative in Congress and reaffirm the youth’s vanguard role and leadership in social transformation and nation building.

In this time of corrupt governance and political unrest/instability, the nation needs young, vibrant and innovative minds that will restore integrity and morality in governance and lead the nation to genuine progress and social change.

With its new brand of politics – politics of hope, struggle and change - KABATAAN Partylist ushers in a new era for Philippine politics, away from the kind of leadership that traditional politicians and dynasties have for the longest time instilled in government.

This coming elections, we vote for honest officials, for principled leadership and for change. Now more than ever is the time for the youth to be involved

Our future IS our choice. Kabataan, pag-asa ng bayan. Tayo naman sa kongreso!

    9 March 2007

Note: This revised version of the March 8, 2007 SWS report includes the addendum below, inserted after the ninth paragraph of the report, the inclusion of AANGAT KA PINOY in the ninth paragraph, and the deletion of the line "(sampling error margins of ±3% for national percentages and ±6% for area percentages)" from the Survey Background.

    ADDENDUM:

    The party-list groups just below the threshold are ANAK MAHIRAP 1.9%, ANAK 1.6%, BABAE KA 1.5%, A TEACHER 1.5%, BUTIL 1.5%, PMAP 1.3%, PM 1.3%, AHON 1.2%, KABATAAN 1.2%, SUARA 1.2%, ABA ILONGGO 1.1%, VFP 1.1%, and COOP-NATCO 1.1%.

Allowing for sampling error, with a survey outcome of 3.0% or more it is statistically safe to say that a party has truly reached the threshold of 2.0%. On the other hand, a survey outcome of below 1.0% makes it statistically very unlikely that the threshold has in truth been reached.

First Quarter 2007 Social Weather Survey:
    Nine Party-List groups meet the 2% threshold;
Possible 19 out of 55 seats occupied so far

    Social Weather Stations

Nine party-list groups were found meeting the minimum 2-percent rule in the First Quarter 2007 Social Weather Survey, conducted over February 24-27, 2007.

Of those registered and intending to vote, 66% or an estimated 30.9 million voters filled-up their survey ballots for the party-list, using the list obtained from Comelec, which was then the basis of the 2-percent rule.

The nine party-list groups which satisfied the 2-percent rule at the time of the survey are: BAYAN MUNA 17%, ANAK PAWIS 9.4%, GABRIELA 8.1%, AANGAT KA PINOY 5.9%, AN WARAY 5.1%, AANGAT TAYO 4.2%, AKBAYAN 4.0%, ABA-AKO 2.3%, and AMIN 2.2% [Table 1].

Parties or groups meeting the 2-percent rule will receive seats in the House of Representative in proportion to their share in the total party-list votes, subject to another rule that any party or group can have a maximum of 3 seats.

Thus the SWS survey points to a possible 19 seats so far out of the maximum 55 seats allotted for party-list groups this coming election.

Given the February 2007 SWS survey scenario, BAYAN MUNA would retain their current 3 seats, while AMIN would retain its current 1 seat.

GABRIELA would gain 2 for its current 1 seat, while both ANAK PAWIS and AN WARAY are poised to gain 1 more seat to their current 2 and 1, respectively.

AKBAYAN would lose 1 out of its current 3 seats, while those with the possibility of losing their current place in Congress are APEC, which currently holds 3 seats, BUHAY, which now holds 2, and BUTIL, PM, COOP NATCO, CIBAC, ALIF, AVE, and ALAGAD, currently with 1 seat each.

Newcomers include AANGAT KA PINOY and AANGAT TAYO, both poised to gain 2 seats, and ABA AKO, 1 seat.

    Survey background

The First Quarter of 2007 Social Weather Survey was conducted over February 24-27, 2007 using face-to-face interviews of 1,200 adults divided into random samples of 300 each in Metro Manila, the Balance of Luzon, Visayas, and Mindanao. The area estimates were weighted by National Statistics Office medium-population projections for 2007 to obtain the national estimates.

The party-list groups fielded in the survey are as officially registered on February 2007 with the Commission on Elections.

hey, duke pikaso. you sounds like your doing the legwork for this group. so, could you answer the question i stated previously: "what makes them pure? what could insulate them from harsh reality? who are they accountable to? who finance them? and the most important thing: who will decide what to do with their pork barrel?" that way, we'll have an idea on what this "kabataan" stands for. though it smells like leftist group i'll give it the benefit of the doubt. also could you post anything other than press releases and propaganda.

Lets look into the brighter side of the story, at least there is a party list for the Youth, diba? Im not defending the them, but lets accept the fact that politics in our country is very dirty. I think from my point of view, its better to put into position people that are educated enough and has a background in politics than people who doesnt have a degree in college or doesnt even finish HS or an actor/atress.

Rally is not bad, as long as you fight what you beleived in. Mura man sad gud nag check and balance sa ato govt.

Manuhol ug tao para magrally and as a result samok hinoon. Mao nay rally nga walay hinungdan.

15 Cebu schools seek tuition hike
    By Charmaine Y. Rodriquez

CEBU CITY -- At least 25 schools in Central Visayas have asked the Commission on Higher Education (Ched) 7 to approve their applications for tuition increase this year.

Of the 25 colleges and universities, 15 of them are in Cebu and are asking for an increase ranging from five to 25 percent.

However, the applications are yet to be taken up by the Regional Multi-sectoral Committee, which will convene next month, said education supervisor Dante Cabunilas of Ched 7.

Also, only 19 of the applicants were able to submit all the requirements in time for the March 31 deadline.

Cabunilas said he is yet to contact the administrators of the schools that submitted only their intent to raise fees so they could process their applications or get confirmation that they will withdraw their intent.

There were five more applicants last year. Cabunilas believes the number dropped this year due to the failure of school administrators to get the student body's approval to increase tuition.

Schools like Asian College of Technology, College of Technological Sciences, Cebu Aeronautical and Technical School (CATS), St. Theresa's College (STC), University of the Visayas (UV)-Danao, Cebu Velez College, Consolatrix College of Toledo City, STI-Cebu and the University of Southern Philippines (USP) have all asked for a 10 percent increase.

    Sabwatang Ched, Malakanyang at Cocopea

    ni Carl Marc Lazaro Ramota
    http://www.pinoyweekly.org/pw6-09/op_ed/ed-6_09_5.htm

“Please be advised that after a meeting Cocopea had with President Macapagal-Arroyo last week, the President took the initiative to order the creation of a review team…The review will also cover Ched Memorandum Orders No. 7, Series of 2007; No. 42, Series of 2006; and No. 14, Series of 2005. Hence, the suspension of these CMOs.”
