'Blackjack' Pershing who commanded the deeds (in fact he was respected by the Maranaos during his tenure as governor there. He respected the Moro warriors and forbid his soldiers from committing atrocities in Mindanao--I think he was the only foreigner to be given the title "datu", as well).
It was a certain "Colonel Rogers" (I think). It was a couple of years after the war in Visayas and Luzon ended, because the Moro Rebellion went on from the start of the Spanish-American War in 1899 and ended in 1913. I read it in a book before, unfortunately I can't recall. I'll try to find the title of the book if you want.
