I do not know how and why but it seems this issue is wrongly blamed on Capitol. I am not defending anybody here but that is what I just observed.

The surveillance cam was purchased by PNP and DPWH from Triton (the winning bidder). These cams were installed in cities and not in the Province. so why Gwen, Cebu Province or Capitol when in fact these critics should have checked the cities of Cebu, Mandaue, and Lapu Lapu for that matter?

If you all recall, Cris Saavedra was the losing bidder.

He projected himself as an anti-graft crusader but is not. He's not a real whistleblower as he claimed to be. He is a fake anti-graft crusader & a carpetbagger.

He was just SOURGRAPING when he filed cases against the PNP and DPWH officials over the spy camera. He participated in the bidding and won, but the agencies concerned did not accept his items coz these did not comply with specifications. He sued them, claiming they rescinded his contract because he did not succumb to their demand of a 15-percent commission. Oh come on, tell that to the dead marines in Mindanao, but not to the people of Cebu.

Does he mean that in his entire life as a contractor & supplier he has never given kickbacks to the project’s initiators? This contradicts to what he said in a forum that he used to give commissions and bribe gov't officials so he could get contracts.

As for the issues concerning the overpriced decorative lampposts and the CICC, he just joined the fray.

But what surprised a lot of people was his selective stand on the deco issue. He wanted to pin down former Mandaue City mayor Ouano but he cleared Lapu-Lapu City Mayor Radaza from any wrongdoing when they committed the same violations. How much did Radaza pay him to change his stand? He filed baseless charges against airport officials because he could not participate in any bidding at the MCIAA because of his dismal track record.

How much did he demand from businessman Efrain Pelaez Jr., when he volunteered to file graft charges against Radaza over the computer scam? He demanded P1M as contingency fund and he set conditions. He volunteered to personally file the case before the ombudsman provided he hang on to the documents and face the media.

Was that extortion? Pelaez kept his text messages and had these authenticated with the NTC.
