Ask any IT expert and they will tell you, the success or failure of any IT project depends on the cooperation of everyone involved, the service provider and the client. If the client refuses to cooperate or unnecessarily delays implementation of the project, then it is no longer the fault of the provider. Sometimes clients (the stupid ones like Winston Garcia) expect the provider to do everything while they do nothing.
