Unless there's a serious research conducted about the matter, and there are research findings to back up your claim, I seriously doubt that the lack of street lights is a major contributor of road accidents. I personally think vehicular accidents that occur on provincial roads are caused by three main reasons:
1. Reckless driving
2. falling asleep while driving (not being alert)
3. Lack of situational awareness on part of the driver
