for internet shopping, your payment would be subject to where the merchant/seller is located. your debit card/credit card would be charged a 3% foreign conversion fee. ipasabot ani kay ang bayad sa merchant/seller ani is through dollar/foreign currency then of course it would be converted to philippine peso. mao naay charges

Just an FYI for those looking at BDO to have their paypal verified.

You can not used BDO ATM/ Debit Card Visa or Mastercard to have your paypal verified. I tried it and it does not work. I also e-mailed BDO and finally got an answer from them;

Dear Sir/Ma’am:

Please be advised that BDO has no direct partnership with Paypal and thus,
our ATM Debit card is not accepted in any of their online services.

Please also note that our ATM Debit card cannot be used in any form of
online transactions. Its service function is limited to ATM machine related
transactions and Point of Sale (POS) transaction by physically swiping the
ATM card to merchants POS terminals.
